Description
Title: Integrated Logistics Support Services (ILS) contractor(s) with expertise in the following areas: Program Management Support, Preventive and Corrective Maintenance, On-Demand Services, DX Pool, Parts and Consumables, Support Services and Travel and ODCs support services listed in this RFI. Purpose: Department of Homeland Security (DHS), Customs and Border Protection, Office of Information Technology (OIT), Enforcement Technology Program (ETP) hereby issues the following Request for Information (RFI). The applicable North American Industry Classification System (NAICS) is 811219. The applicable size standard is $19 million. CBP is seeking responsible sources with current, relevant qualifications, capability, and demonstrated experience that can perform other electronic and precision equipment repair and maintenance, which meets the original equipment manufacture (OEM) maintenance requirements on the equipment specified in the RFI attachment. Please review for additional information. Objective: CBP is seeking interest from potential 8(A) small business contractors to respond to this RFI. CBP is interested in hearing from industry and related experts about models for provision of integrated logistic support within the scope and scale outlined herein. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. 8(A) small businesses with a NAIC 811219 are encouraged to ask questions in writing, indicate their level of interest in this RFI, highlight their expertise in order to assist the DHS in providing a clear and well defined scope of work. Responses Requested: CBP would like the following questions answered in this RFI: Interested parties should address the following topics and provide the following information: 1. Company Information - Provide background information on your company. Include the company size, the CAGE code, the socioeconomic status, and POC information (name, email address, telephone, and fax numbers). 2. Corporate Experience - Identify up to five existing or recently completed contracts including scope, dollar amount, and level of effort that relate to this offering. 3. Methodology - Describe the proper approach to satisfying these requirements. On a conceptual level, how should this requirement be structured? 4. Best Practices - What applicable industry best practices exist regarding Integrated Logistic Support 5. Technology - What are the projected hardware, software and communications capabilities, and capacity needed to support Integrated Logistic Support? 6. Scalability/Flexibility - Discuss the scalability and flexibility within your proposed solution to accommodate potentially changing DHS requirements. 7. Transition - What issues or considerations surround the transition from the status quo to your solution? 8. Procurement Considerations - What contract types or conditions does industry believe are appropriate for these requirements? 9. Firm fixed-price strategy - Describe your experience(s) with FFP contracts for these services. Identify potential issues and discuss possible solutions or mitigation strategies. 10. Costs - Describe any pertinent cost issues or cost control measures not previously addressed in other sections. 11. Other Risks and Issues - What other risks or issues related to provision of this type of service is industry aware of? What steps could be taken to mitigate these risks? Opportunity: CBP is seeking information from potential contractors on their ability to provide these services. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. 8(A) Small Business Concerns are encouraged to provide responses to this RFI in order to assist the DHS in determining potential levels of competition available in the industry. CBP envisions the Contractor's ability to perform the following as key tasks: • Program Management Support • Preventive and Corrective Maintenance • On-Demand Services • DX Pool • Parts and Consumables • Support Services • Travel and ODCs Instructions and Response Guidelines: Absolutely no telephones calls will be accepted. RFI responses are due by 3:00 pm on Tuesday, March 22, 2011 and shall be limited to 10 pages; size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format. The subject line shall read: Integrated Logistics Support, Customs and Border Protection (CBP) Enforcement Technology Program (ETP): NO SOLICITATION EXISTS AT THIS TIME. If you meet the 8(a) small business requirements for this scope of work and wish to participate in a Pre-Solicitation Vendor Conference on March 14, 2011 at the Ronald Reagan Building, Pavilion Ballroom, Washington, DC at 9:00 A.M. to discuss this opportunity, please send an e-mail to the following address cils@cbp.dhs.gov by no later than 3:00pm, Friday, March 11, 2011. The subject line shall read: Integrated Logistics Support Pre-Solicitation Vendor Briefing Registration. In order for your e-mail registration to be accepted, please provide just the following information: 1) COMPANY NAME 2) LAST NAME, FIRST NAME (participant 1) 3) LAST NAME, FIRST NAME (participant 2) Please note that no more than TWO representatives from each company can attend this event due to space limitations. Please be advised if the information is not provided correctly, you will not be registered. REGISTRATION FOR THIS EVENT HAS BEEN EXTENDED TO ALL TYPES OF BUSINESSES, SUCH AS LARGE AND SMALL BUSINESSES!! REGISTRATION DEADLINE HAS BEEN EXTENDED TO FRIDAY, MARCH 11, 2011, 3PM!!!! WALK-INS WILL ACCEPTED ON A SPACE AVAILABLE BASIS!!! Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by ETP as market research and will not be released outside of the ETP Contract Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. The information being requested on a voluntary basis and as such, the government will not reimburse any respondents for any information that is submitted. To minimize administrative costs, it is recommended that interested parties provide information they currently have, tailored to the specific requirements described. To ensure the procurement integrity of any possible procurement resulting from this sought notice, the names and contact information of personnel in the CBP Program Office will not be released. Moreover, requests for appointments will not be granted. Information received will be used to develop the acquisition strategy for competing the requirement. All data marked or designed as corporate or proprietary information will be fully protected from unauthorized disclosure outside of the government. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it is will be synopsized in the Federal Business Opportunities (FedBizOpps) website and the DHS procurement web page.
