- Attachment A-1- Inventory and Airport Listing of TSE Attachment A- SOW Solicitation for CBRNE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This combined synopsis/solicitation is for the corrective maintenance of an estimated total of 255 Chemical Biological Radiological Nuclear Explosive (CBRNE)/ Decision Support Devices for a total period of five (5) years. CBRNE is a commercial product which is also known as Hazmaster G3. The Government intends to award one Blanket Purchase Agreement (BPA) for five (5) years from the date of award. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49. The North American Industry Classification System (NAICS) code is 334511-Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. INSTRUCTIONS FOR SUBMISSION OF OFFERS Price Proposal Instructions The offeror shall propose a yearly unit price for corrective maintenance for each year per unit as indicated in section F of the attached solicitation. The offeror's price proposal shall be no longer than three (3) pages. Technical Proposal Instructions The offeror's proposal shall include the offeror's approach to meeting all requirements outlined in the attached Statement of Work including repair or restoring failed CBRNE to operational or working condition. The offeror shall provide its approach to meeting the Statement of Work requirements in terms of depot turnaround time, supply support, and logistics work flow. The offeror's technical proposal shall be no longer than four (4) pages. Proposals that do not adhere to all requirements in this solicitation may be rejected without further evaluation, deliberation, or discussion. The Government may reject any proposal that is not compliant with the solicitation requirements or reflects a failure to comprehend the scope of the work to be performed. Basis for Award BPA award will be based on the best value to the Government in terms of the price proposed and the offeror's ability to demonstrate that the offeror can meet all requirements stipulated in the attached Statement of Work. Pricing will be evaluated based on price reasonableness and price realism, as deemed necessary by the Government. The Government may, at its discretion, obtain contractor's past performance information from available sources, such as from the Past Performance Information Retrieval System or any other past performance information available to the Government. The Government reserves the right of not making a contract award to offerors with negative past performance information. Proposals shall be submitted via email to Ms. Shayani Mukherjee at shayani.mukherjee1@dhs.gov by 4:00 PM EST on March 24, 2011. Please reference solicitation # HSTS04-11-Q-CT3041 in the subject line of the email on all correspondence with the Government and for proposals submitted. The applicable terms and conditions to this solicitation are included in the attached solicitation/resultant BPA.
