Description
Synopsis The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), Eatontown, NJ 07724, intends to procure a Call Center to set up the Million Veterans Project (MVP). This effort will be procured as a Service-Disabled Veteran Owned Small Business (SDVOSB) direct award to Standard Communications Inc., 5402 Leeds Manor Road, Hume, VA 22639. This direct award will be issued under the authority of the VETERANS FIRST PROGRAM pursuant to FAR 6.302-5, and VAAR 819.7007. The Massachusetts Veterans Epidemiological Research Information Center (MAVERIC) research group at the VA Boston Healthcare System has been designated as a VA Cooperative Studies and Clinical Trials Coordinating Center. MAVERIC provides statistical programming and analytical support to a number of research programs around the country. Personalized medicine and large scale genomic research have been established as strategic Initiatives for the Veterans Health Administration (VHA) and the VA Office of Research and Development (ORD). In order to achieve the longer term personalized medicine mission an infrastructure must first be put into place for collecting, managing, and analyzing genomic data for research operations. Active genomic research efforts in ORD today include genome-wide scans and copy number variation studies in subjects with amyotrophic lateral sclerosis, depression, schizophrenia, Parkinson's disease, post traumatic stress disorder, and also include creation of control groups from the general VHA population within the Million Veterans Project (MVP) cohort. The goal of this effort is to set up the MVP Call Center and recruit one million veterans. Recruited veterans will be provided with a toll-free number for the MVP Call Center, monitored by MAVERIC/CSP Genomics Coordinating Center study staff. Study staff will undergo training and be provided with a phone script and FAQ to answer questions that callers have regarding participation in the MVP. The call center will be capable of making outbound calls to Veterans for follow-up and rescheduling purposes should the need arise. Due to the huge size of the sample cohort an automated turnkey solution is required to make sure incoming calls are not missed and are properly routed. The requested solution has been demonstrated to work with the VA NEC based phone network. It also contains extremely useful features including automatic appointment reminders, 24/7 automated attendant and enhanced call center routing. The solicitation will be issued as a request for quote (RFQ) from the VA TAC, and the number assigned to it will be VA118-11-RQ-0222. The associated NAICS code for this effort is 541519, with a small business size standard of $25M. The proposed action will be a Firm Fixed Price contract, and the equipment shall be delivered 60 days after award. The anticipated award date is March 31, 2011.
