Description
MARKET SURVEY/REQUEST FOR INFORMATION TITLE: Aircraft Inventory, Logistics and Maintenance Replacement Software Application PURPOSE: The Federal Aviation Administration (FAA), Aviation Systems Standards (AVN), Aircraft Maintenance and Engineering Group (AMEG, AJW-34) is seeking interested sources that are capable of providing a Maintenance, Repair and Operations Commercial-Off-The-Shelf (MRO, COTS) software application. This software will manage the tracking and scheduling of all maintenance associated with flight inspection aircraft. It will also be used to manage/control all inventory related to flight inspection aircraft. This market survey is to provide information for the AMEG to determine if there are existing COTS software based applications suitable to replace the current ILM system. Vendor submissions will be reviewed by AJW to determine if their application meets the minimum acceptance criteria. Vendors meeting the minimum criteria may be invited to demo their application. In order to make this determination the FAA requires interested Vendors to complete the attached survey reflecting the current state of their product or service and provide a cost estimate, for planning purposes, with the product being provided including any additional effort required to meet the requirement. The survey with a breakout of requirements is provided on a spreadsheet as an attachment to this market survey. Interested sources are encouraged to provide additional comments explaining their product and/or contemplated solution to meet the criterion. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/RFI. Therefore, any costs associated with Market Survey/Request for Information submissions including possible future product demonstrations will be solely at the interested party's expense. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. All responses (one response per company) are to be provided on company letterhead. Responses must be received no later than 3:30 P.M., Central Time on 7 April, 2011. Market survey responses received after the time and date specified will be determined to be late and may not be considered. The FAA prefers that all submittals, including attachments, be submitted electronically to the following email addresses: derrick.rhone-dunn@faa.gov and cc to: john.hawk@faa.gov. Please submit in a portable document format (pdf); however, Microsoft Word is acceptable. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The market survey responses will provide information for the FAA to consider in choosing its procurement method. The NAICS code for this effort is 541614 Process, Physical Distribution and Logistics Consulting Services, with a size standard of $7M. Questions and Comments The Government welcomes questions regarding this Market Survey / RFI. Questions and comments will be accepted by the points of contacts identified herein via e-mail until 28 March, 2011; no other form of questions or comments will be accepted. If determined relevant to the preparation of industry responses to this Market Survey/RFI, questions and comments may be publicly posted to the FAA's contracting opportunities website.
