- Description
- The 319th Contracting Squadron, Grand Forks Air Force Base intends to award a construction contract with the work requirements to be performed by the contractor consisting of, but not limited to the construction of three support structures for the installation of ground data terminal antennas. As indicated on the drawings and in the specifications, the construction will consist of excavations, concrete foundations, steel support structures, and electrical power, communication, and grounding connections for the antenna systems. Also included is the construction of gravel access roads to each antenna structure, finish grading, and seeding disturbed areas. The location of the work is within a restricted/controlled area of the base. This is 100% set aside for small business concerns. The resulting contract will be a Firm Fixed Price contract with a magnitude between $500,000 to $1,000,000. The performance period will be 150 days with a winter exclusion of 1 Nov through 30 Apr. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code is 237130, Power and Communication Line and Related Structures Construction, and the small business size standard is $33.5 million. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Section L & M of the solicitation. All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/. The solicitation will only be available for viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued. Expected posting of the solicitation will be on or about 25 Mar 11.
