- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Army Contracting Command-Aberdeen Proving Ground (SCRT), Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: License and Annual Support and Maintenance for the following software products: VxWorks 5.5.1 OEM License Pentium II - 1 Each; Tornado 2.2 Professional (Windows/Pentium/Floating) - 1 Each Tornado 2.2.1 Standard Plus (Windows/Pentium/Floating) - 4 Each Tornado 2.2.1 Standard Plus (Windows/Pentium/Node Locked) - 5 Each Tornado 2.2.1 Standard (Windows/Pentium/Floating) - 5 Each TrueFFS for VxWorks 5.5.1 (Pentium II) - 1 Each The intended delivery date for the item is March 25, 2011. The Government intends to award a Firm-Fixed Price sole source contract to Wind River Systems; 500 Wind River Way, Alameda, CA 94501. This firm is the sole proprietor of the product no other source will satisfy the Government's requirement. Wind River is the only vendor who provides licensing for the operating systems currently utilized by the Aberdeen Test Center. Furthermore, this requirement is a renewal of current software licenses and two option years have been incorporated into the procurement to ensure continuity of support. Wind River holds all patents, copyright and intellectual property rights pertaining to the operating systems. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $25 Million. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, March 22, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
