- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Contracting Branch (ESC/HNCK), Cryptologic Systems Division, Cyber and Netcentric Directorate intends to award a Firm Fixed Price contract utilizing Simplified Acquisition Procedures for the purchased DVEO PCI BOARD. The following are Items: FULL DUPLEX PCI BOARD, MODEL 101, P/N DVB MASTER FD, QTY: 3 (ea); The Contracting Branch (ESC/HNCK), Cryptologic Systems Division, Cyber and Netcentric Directorate intends to award to the Sole Distributer/ Manufacture of the equipment, Computer Modules, Inc., CAGE: 0K154. DVEO FULL DUPLEX PCI BOARDwas developed by and owned by COMPUTER MODULES, INC. COMPUTER MODULES, INC is the only known source that meets the government's requirement as they have proprietary rights for the distribution of the required items. As a result, no other vendors can provide the required items. Refurbished or Surplus items are not acceptable. This requirement has been Set-Aside for Small Business. The Government intends to award in the March 2011 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within seven days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than 21 March 2011 by 9:00 a.m. CST.
