- NOTICE OF CONTRACTING ACTION (NOCA) This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Contracting Action (NOCA), by the Aerial Air Surveillance Systems Division, Electronics Systems Group, Hanscom AFB, MA. The Government intends to issue a modification to the current contract (FA8730-11-C-0002) with The Systems Group, LLC (TSG), Bonaire, GA 31005 pursuant to the authority of FAR 6.302-1(a)(2)(ii)(B) entitled 'One Responsible Source And No Other Supplies or Services Will Satisfy Agency Requirements'; FAR 6.302-1(a)(2)(ii)(B) is authorized under 10 U.S.C. 2304-(c)1.This service acquisition contract modification is in support of the Air Force International Support Program for the Deputy Under Secretary of the Air Force, International Affairs, CENTCOM Division (SAF/IARC) for The Republic of Iraq Air Force. The specific requirements are as follows: 1.) (a) TSG will maintain planning documentation (future planning efforts) for SAF/IARC in support of the Iraqi Air Force. The documents will provide synopses of known requirements to maintain and/or improve the operational capability of Iraqi assets; (b) The documentation will contain equipment descriptions, previously provided Pricing and Availability (P&A) estimates, and milestones to accomplish Letters of Offer and Acceptance (LOA) actions; (c) Synopses of core program information to be used for program execution and analysis of the Across the Board Review (ABR) recommendations, and highlight possible courses of action. This documentation will be used for planning potential improvements to the Iraqi operational inventory. 2.) (a) TSG will conduct research, track status, prepare analysis, and provide reports as required; (b) Define, track, analyze, report, and advise on major aspects of Iraqi International Support programs from ! requirement definition through closure or satisfaction of the Iraqi requirement, and (c) The Contractor will assist USAF Security Assistance organizations in management of programs for the Iraqi Air Force and further assist in developing, coordinating, and establishing security assistance programs in the Republic of Iraq. 3.) The Contractor will work primarily with personnel of SAF/IARC and the Iraqi Air Force. The Contractor's personnel will be located in Washington, D.C.This is a follow on modification to the current contract with TSG for the same or similar highly specialized services currently provided to SAF/IARC on behalf of The Royal Saudi Air Force (RSAF). The Government has determined that an award to any source other than TSG would result in unacceptable delays in fulfilling the Governments requirements. This notice is not a Request for Proposal (RFP). In addition, this notice does not constitute a commitment by the Government nor does it restrict the Government as to the ultimate acquisition approach.
