- SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION (RFI):Electronic Systems Center (ESC) Maintenance Branch (ESC/HGGI), Depot Maintenance Section at Wright Patterson Air Force Base, Ohio, is conducting market research to identify qualified companies to provide complete (cradle to grave) Information Technology (IT) systems maintenance, sustainment and development services. The Depot Maintenance Systems Section located at 4170 Hebble Creek Road, Area A, Building 280, Wright-Patterson Air Force Base, Ohio maintains the DMSI components to include G005M - (Depot Maintenance Materiel Support System (DMMSS)), E046B - (AFMC Labor Standards Data System (ALSDS)), G004L - (Job Order Production Master System (JOPMS)), G402A - (Exchangeables Production System (EPS)) and the DMLS systems to include D357 - Reparability Forecast Model (RFM), G004C - Depot Maintenance Workload Planning and Control System (DMWPCS), G019C - Management of Items Subject to Repair (MISTR), Quality Information Management Standard System (QIMSS) and Information Syst! ems Management Tool (ISMT). These services are planned as a Small Business consolidation. Interested parties should submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements) and the level of involvement (prime or sub-contractor) and time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant. An ESC Ombudsman has been appointed to consider and facilitate the r! esolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
