- SOLICITATION NUMBER: Q1770112972National Park Service Building 275, Floyd Bennett FieldJamaica Bay UnitBrooklyn, NY 11234POINT OF CONTACT: cheryl_adamski@nps.gov Phone Number: 718-354-4722 This solicitation is being issued as a small business set-aside. The North American Industry Classification System (NAICS) code for this project is 237110, Water and Sewer Line and Related Structures Construction, with a business size standard of $33.5M. This is a Construction Buy, pursuant to Federal Acquisition Regulations Part 36. SCOPE OF WORK INCLUDES: It is the intention under the terms and conditions of this construction purchase to provide all tools, labor, equipment, supervision, transportation and materials necessary to repair the ten (10) inch diameter vitrified clay sewer line located at Floyd Bennett Field, Jamaica Bay Unit, Brooklyn, NY. Contractor will be required to: (1) Furnish all labor, equipment and materials to repair crushed clay sewer line and restore to service. One hundred (100) lineal feet of 10 inch diameter vitrified clay pipe is in need of replacement; (2) Excavate trench to approximately 15 feet deep and wide enough to insert a trench box. Maintain continuous dewatering of trench. Electricity is not available for pumps, lights or other electrical appurtenances. Contractor shall supply electrical power as needed; (3) Carefully backfill trench by bedding pipe with 8 inches clean sandy material on top of the new pipe. No rocks, concrete, branches or hard debris. Compact backfill materials in 12 inch lifts. Resurface the grade to match existing. Rake out large stones/debris and remove. Excess construction debris shall become the property of the contractor for disposal and removal in accordance with applicable laws and regulations; (4) Restore base material for parking lot surface and compact to 95%. Bring level to the same elevation as existing pavement temporarily. Return for paving surface of excavation to the same thickness as existing. Additionally, the contractor may be required to provide additional replacement of up to 250 additional lineal feet of pipe may need to be replaced. However, any additional replacement in excess of 100 linear feet will be processed as a contract modification once site condition is verified. The goal of this project will be to achieve a totally functioning gravity sewer system. In accordance with FAR 5.102, availability of the solicitation will be limited to electronic medium. The solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. When the solicitation is issued, the address for downloading the solicitation from the Internet is as follows: http://ideasec.nbc.gov. Downloading from the Internet is free of charge. Hard copies (paper sets) of the solicitation will not be provided by the Government. Notification of any change to this solicitation (amendments) shall be made only on the Internet. Therefore, it is the contractor's responsibility to check the Internet site for any posted changes to the solicitation, plans and specifications. The Request for Quotation package will be issued on Thursday, March 24, 2011 and the date for receipt of proposals is 10:00 AM EST on April 11, 2011 at NPNHContracting_BidProposal@nps.gov to the attention of Cheryl Adamski. Per the Debt Collection Improvement Act of 1996, all contractors are required to register in the Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of contracts. Contractors must be registered in the Central Contractor Registration system in order to receive contract award. As a security precaution, vendors must register themselves through the on-line CCR system. Instructions are contained on the website for downloading solicitation and attachments. TELEPHONE OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Award will be made to the responsive responsible contractor based on technical proposal and price. Contractor awarded this contract will need to be listed on the Central Contractor Registration website at www.ccr.gov and have a current active registration. All information will be posted in the solicitation. A pre-proposal conference will be scheduled. The Period of Performance for this project is 14 calendar days from issuance of Notice to Proceed.
