- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7376, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, effective 30 DEC 2010. NAICS code 811213 applies. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a sole source firm fixed price purchase order for USNS Humphreys to Avaya Federal Solutions as the manufacture and only authorized service representative for the following services: The requested period of performance for the below service is 14 March 2011-9 August 2011. 1. Statement of Work: 1.1 Provide an Avaya OEM phone rep to test, commission and prvide train on one Avaya s8700 telephone system. 1.2 Perform testing, commissioning and Implementation of the Avaya S8700 phone system in approximately 5 working days within the phone system cabinets to include pre-operational power check including proper grounding of racks, mounting hardware, loading system software and assigning the features and port licenses if applicable, and includes 1MC Interface programming, Voice Mail programming, and Call Accounting setup if applicable. The customer will be responsible for mailbox programming after an initial 5 to 10 subscribers are programmed. 1.3 Perform cross connects from customer supplied list of telephone number assignments. 1.4 Perform a system assurance final testing to include lines, trunks, peripherals, and adjunct systems. All AVAYA testing will be confined to the phone system equipment space. Testing of lines and trunks will be done at the cross connect field which includes an ‘Acceptance Test' for system acceptance and signoff with an Avaya Representative and a Customer Representative to witness the acceptance and signoff. See Attachment A (Acceptance Test Procedure) 1.5 Provide Three days of training for system administration and maintenance. 2. Period of Performance: As Stated 3.
