Description
This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential Offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide technical capabilities statements via email to Rachel.A.Rosas@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition(s). Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources in the following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide "Mitigation Services." The capabilities will be evaluated solely for the purpose of determining "set-aside" opportunities for the small business community, or if an unrestricted procurement in more appropriate. Other than small business entities may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the small business categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The NAICS Code is 561730, the size standard is $7 million and the Federal Supply Code is S208, Landscaping and Groundskeeping Services. PROJECT DESCRIPTION Provide mitigation services in support U.S. Army Corps of Engineers projects. Mitigation services can include, but are not limited to, the installation and maintenance of plant materials. Following the installation of plant material there are up to four years of maintenance to ensure that the plant material is self-sufficient. They are considered self-sufficient when their roots have developed sufficiently to have plugged into the water table and they both survive and mature without artificial water. The project site can range in size from 1 to 14+ acres. Other associated work includes, but is not limited to: Installing, maintaining and repairing the irrigation system that supplies water to each plant at the rate, frequency and duration specified, watering and weeding around the woody plants; Mowing and weeding the entire site; Performing plant surveys; Submitting monthly records and year reports for the entire site; Performing replanting where plant survival falls below designated levels; Preparing as-builts; Trash removal; and the removal of the above-ground irrigation equipment over the entire site after the establishment period is completed. CAPABILITY STATEMENT The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective contractors' project execution capabilities. Please provide your technical capabilities statements to the following. The submission is limited to 8-pages. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. The format for your capabilities is provided below: 1. Cover Page a. Firm's name b. Address c. Point of contact d. Phone number e. E-mail address f. CAGE Code g. Business Type (i.e., Small business, HUBZone, Service Disabled Veteran, Woman Owned, 8(a), or Unrestricted) 2. Page Two Summary of technical capabilities in bullet format 3. Page Three Offerors' capability to perform large and complex contracts, comparable work, and the ability to perform simultaneous task orders. It is helpful to explain your organizational structure. 4. Pages Four through Eight Two example contracts or projects performed within the past 5 years of similar scope and complexity; include a brief description of the project, customer's name, timeliness of performance, and dollar amounts. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Unrestricted. Offers that do not meet all requirements or submit within the allotted time will not be considered.
