Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-49. The US Department of Health and Human Services, Program Support Center (PSC) is issuing this solicitation, Number PSC59294 as a Request for Quote (RFQ) on behalf of the PSC/ISMS. This requirement is to procure appropriation law training for the PSC/ISMS. The following provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items. 52.212-3 -- Offeror Representations and Certifications -- Commercial Items. The resultant award will be a Firm Fixed Price Contract. This is a total set aside for small business request for quote. NAICS Code 541611 entitled, "Administrative Management and General Management Consulting Services", applies to this acquisition. Offerors must submit all technical questions concerning this solicitation in writing by e-mail to the Contract Specialist, brett.seifarth@psc.hhs.gov. All questions must be received no later than 12:00 PM Eastern Time (ET) on March 14, 2011. Program Support Center will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors. The offeror or source of the question will not be referenced when issuing an amendment to the solicitation. CLOSING DUE DATE: March 18, 2011 TIME: 2:00 P.M. EASTERN TIME (ET) SECTION 1 - Statement of Work TRAINING FOR STRATEGIC ACQUISITION SERVICE ON APPROPRIATION LAW FOR PSC PERSONNEL A. STATEMENT OF WORK A.1. Background Appropriation Law and issues is an integral part of contracting and vendor management. The Department has been placing greater emphasis on proper use of funds and recently issued an Acquisition Policy Memorandum on the issue. Additionally, methods for proper funding of large contract requirements have been an on-going discussion with the acquisitions office for over a year. Consequently, PSC is seeking to obtain training for its workforce to ensure adequate understanding of appropriation law. A.2. Objective The objective of the training is to assist the Federal workforce in identifying and applying appropriation law in an appropriate manner for its contract actions. Training should be geared towards the needs of the operations professional not budget or contracting staff. A.3. Training Content The Contractor shall include sufficient information in the training content to enable the workforce to apply time, purpose and availability standards. Training should place an emphasis on the following topics: • Severable/non-severable • Multi-year Contracting (FAR 17.1) • Anti-deficiency act • Funding of Modifications • Incremental funding • Continuing resolutions PSC is not particularly interested in the following: history/background information on appropriation law, apportionment and/or allotment of funds. A.4. Contractor Responsibilities The Contractor shall provide training materials and training services for up to 120 PSC employees. Training classes will be for 2 days each. PSC anticipates holding three 2-day training sessions as follows: • The first training session will be held on March 30th and 31st in Silver Spring, MD. • The second on April 4th and April 5th in Parklawn (Rockville, MD) • The final session will be held on April 13th and April 14th in Parklawn (Rockville, MD) Training materials shall be provided in hard copy by the Contractor for all participants attending in person at the training sessions. A.5. Government Responsibilities The Government shall provide a laptop, projector, conference facility, and a flip chart or dry erase board for the instructor's use during the training session. A.6. Period of Performance and Duration of Training The training shall take place over two consecutive days during the hours of 9:00 a.m. (or 9:30 a.m.) and 4:00 p.m. providing for a one hour lunch break each day. First training session will be held March 30-31, 2011 in Silver Spring for no more than 40 students. The second training session will be held April 4-5, 2011 for no more than 40 students in Parklawn. The final training session will be held April 13-14, 2011 for no more than 40 students in Parklawn. A.7. PSC POINTS OF CONTACT Notwithstanding the Contractor's responsibility for total management during the performance of this contract, the administration of the contract will require coordination between the Government and the Contractor. The Request for Quotation (RFQ) does not commit the Government to pay any cost for preparation and submission of a proposal. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this proposed acquisition. Content of Quote The offeror shall submit a firm-fixed-price quote for providing the materials and services specified in Section A, Statement of Work. HHS is not seeking GSA Schedule price quotes. The offeror shall also provide a brief technical proposal to include the following information: • Proposed trainer's resume/bio • Explanation of past experience in providing appropriation training to the GS-1102 workforce, including 2-3 reference names and contact information • Proposed agenda of training content D. SOURCE SELECTION/AWARD BASIS Award shall be made on a firm-fixed-price basis, in accordance with Federal Acquisition Regulation (FAR) Subpart 13, Simplified Acquisition Procedures. Award will be made to the offeror determined to be the best value to the Government through a tradeoff analysis of technical factors and proposed price. In making the tradeoff analysis, price is considered to be more important than technical factors. The technical factors (100 points) and their weights are: 1. Proposed trainer has experience providing appropriation training to the GS-1102 workforce (50%); and 2. Offeror's proposed agenda reflects an understanding of the Statement of Work (50%). E. (End of Clause) 52.217-8 OPTION TO EXTEND SERVICES NOV 1999 The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.
