- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The International Boundary & Water Commission, United States & Mexico, US Section (USIBWC) intends to negotiate and award on a noncompetitive basis with the US Department of Interior, US Fish & Wildlife Service (US F&WS) in accordance with FAR 6.302-1(a)(2) "Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements" a no-cost umbrella interagency agreement (IA) and two individual work orders (IWOs). The contemplated umbrella IA is IBM11A0002 with US F&WS, Region 2, 500 Gold Avenue, SW, Albuquerque, NM 87102 and performance by US F&WS, San Andres National Wildlife Refuge, 5686 Santa Gertrudis Drive, Las Cruces, NM 88012. The contemplated IWOs are IBM11W0020 for Riparian Habitat Restoration on Crow Canyon A & B, Broad Canyon Arroyo, Leasburg Extension Lateral, and Mesilla East: Phase I - Pilot Project Implementation and IBM11W0022 for Rio Grande Canalization Flood Control Project Water Transactions Program. The PSC is AJ31, the NAICs is 813312, and the small business size standard is $14 million in average annual (gross) receipts for the past three years. This sole source determination is based on the fact that US F&WS already has similar work proceeding with respect to the two contemplated IWOs. For IBM11W0022, performance by the National Fish & Wildlife Foundation (NF&WF) is also included. In order to complete the projects in a timely and cost effective manner, it would be greatly beneficial for the Government to continue with the US F&WS and NF&WF. The total estimated cost to the Government is less than $650,000.00 for both IWOs. The services will be delivered to USIBWC, 4171 N Mesa, Suite C-100, El Paso, TX 79902-1441. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 10:00 a.m. MST on Friday, March 18, 2011.
