Description
The Robley Rex VA Medical Center in Louisville, Kentucky for a contractor to provide Design-Build Services for the construction of a 500 car parking garage. This is a two-phase Design-Build selection procedure. Scope of Work includes but is not limited to geotechnical study, traffic evaluation, pedestrian evaluation, possible main building entry re-design for coordinated access, special requirments for accessibility to meet the needs of disabled veterans, patients and visitors; environmental impact with local, state and federal requirements. The completed design package shall include resolution to all areas of conflict. Construction work will include but is not limited to permitting, geotechnical requirements, environmental impact mitigations, materials, toos, equipment, labor, supervision, as-built drawings and other requirements to be specified in detail in the solicitation document. The successful offeror shall provide all labor, materials, tools and equipment necessary for providing design-build services for the construction of a 500 car parking garage to be adjacent to the main building, and include automobile access ramps and a pedestrian bridge or walkway for safe and direct access to the main building. The Design-Build team shall include licensed professionals in geotechnical, structural, environmental impact, traffic and pedestrian flow and other areas of project responsibility with substantial relevant experience to ensure successful project completion. Pre-Design Scope shall include multiple site layouts with automobile and pedestrian traffic analysis. Deliverables will consist of presentations with schematics to VA management for final site selection. Design Scope shall include geotechnical study, automobile traffic evaluation, pedestrian traffic evaluation, coordination with private and government agencies for any street or traffic flow modifications, building entry design for coordinated access, special requirements for handicapped patients, environmental impact and local, state, VA and national code compliance. The design will also comply with the Physicial Security Design Manual for VA facilities. The completed design package will include resolution of all areas of conflict, identifying permit requirements, all drawings and customized final VA specifications necessary for construction, a written plan of operation integrating the parking facility with the VA medical center and progress presentations with drawings and plan of operation to VA management for review and approval. A/E construction phase scope shall include all oversight, site visits, testing, reviewing and report documentation necessary to monitor, facilitate, coordinate and accurately document the construction and integration of this parking facility into the adjoining automobile traffic system and pedestrian access to the VA medical center. Present monthly progress presentations to VA management. Construction scope shall include all testing, permitting, satisfying geotechnical requirements, environmental impact mitigation, installation of both automobile and pedestrian approach and departure ramps, parking garage, building modifications, materials, tools, equipment, labor, supervision, as-built drawings, participation in monthly progress presentations to VA Management and other requirements to successfully complete this project as designed. Firms desiring consideration for this requirement must submit the following in writing no later than close of business 12:00pm (Noon), Eastern Standard Time: Phase I evaluation factors will be based on the following: 1.) Provide a paragraph summary of the technical approach to be used for this project (include information on managing multiple trade disciplines, estimating effectiveness, no detail design or technical information required). 2.) Provide information on experience in Design-Build projects of this magnitude and complexity (Information shall include a list all Design-Build projects, location (physical addres), dollar amount, and a POC which shall include a complete name, title, address, telephone number and email (if applicable) 3.) Statement of Capability to perform the required work 4.) List any recent experience in design-build construction of parking garages completed or in progress over the past 5 years 5.) Evidence of Bonding Capability for projects >$5M 6.) A list of Key Personnel to be used and their qualifications/past performance NOTE: NO PRICING OR COST INFORMATION SHALL BE SUBMITTED DURING PHASE I OF THE SELECTION PROCESS. Firms responding to Phase I are hereby informed that the initial evaluation of contractors will result in the government short-listing offers to the five most highly rated firms. Only those firms short-listed in Phase I of the selection procedure will be provided the opportunity to participate in phase II of the RFP process. The estimate project cost range is between $5,000,000.00 and $10,000,000.00. NAICS code 236220 is applicable to this requirement with a size standard of $33.5Million. Award is subject to the availability of funding.
