This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 utilizing Simplified Acquisition procedures under FAR Part 13 and as supplemented with additional information included in this notice. This solicitation is issued underRFQ-PA-11-00018. This announcement constitutes the only solicitation; and a writtensolicitation will not be issued. Authority: Only one responsible source is deemed reasonably available and no other supplies or services will satisfy agency requirements. 41USC 253(c1).5. Describe how the contractor?s unique qualifications or the nature of the acquisition requires use of the authority cited:This new auto sampler will be used to analyze for Methane, Ethane and Ethene by Methods RSK-175 and EPAC3. Our sample requests for this type of analysis has been increasing and finding an outside agency lab to do the work has been difficult. This new auto sampler will allow us to bring a new capability to our laboratory as well as keeping the excising analysis for Alcohols. By repurposing the Agilent 6890 GC dual FID instrument running ChemStation software we can keep up with the increasing analytical workload in the Methane, Ethane and Ethene area. Gerstel?s software Maestro is fully integrated with the Agilent?s ChemStation which will allow for prepping ahead of samples. This means that one sample can be conditioned and ready for injection while another sample is running. This feature of the software is very important for processing a large number of projected samples, by greatly reducing the sample preparation and run time. Gerstel?s software Maestro is the only auto sam pler software out there that allows this feature. This combination with the auto sampler will increase efficiency. Another advantage with the Maestro software is the automated liquid handling which enables easy programming without, dilutions, internal standards and having to use complex programming to handle derivatizations. The dual FID GC is currently used for Alcohol analysis. With the addition of this type of auto sampler we will retain our ability to analyze for alcohols plus add the ability to do headspace analysis of Methane, Ethane and Ethene samples. By purchasing another style of headspace auto sampler we would lose the ability to use the dual FID GC for Alcohol analysis. Purchasing this auto sample saves the government money by allowing dual use of the FID GC. If we purchased a different style auto sampler we would also need to purchase another dual FID GC. The purchase of a different head space auto sampler from other vendors does not represent the best value for the government. In summary, purchasing the Gerstel auto sampler will have the most significant impact on productivity and efficiency for our lab, which therefore represents the best value for the government. 6. Describe the efforts made to ensure that offers are solicited from as many potential sources as practicable: There are several that are designed to inject the head space for a vial, but the Gerstel allows the lab to keep the ability to inject liquid samples which is needed for the Alcohol analysis. Several auto samplers were reviewed to determine compatibility with existing equipment and to see if they met the Government?s minimum need, but it was determined that they do not allow for prepping samples ahead of time in their software; which would slow the analytical throughput for this analysis down considerably. 7. Description of the market research conducted (see FAR Part 10). No market research was compiled due to the special nature of the task that this equipment is intended to do. Explanation is given in question number 6. 8. Other facts supporting the use of other than full and open competition. The Gerstel sales and services office is located in Maryland very close to our lab so repair calls should be quick. Gerstel also has 24/7 help lines for any software/hardware issues free of charge, even after the warranty period has expired. Extended service contracts or per call services are available if needed. 9. List sources that expressed, in writing, an interest in the acquisition. If no sources expressed an interest in writing, indicate such. No sources have expressed an interest in writing.
