Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ACTIVITY: 23rd Contracting Squadron 4380B Alabama Road Moody AFB, GA II. DESCRIPTION OF THE ACTION: A Firm Fixed price contract is anticipated to be awarded to GE Sensing to procure a 405 Air Data Test System for the A-10 aircraft at $50,250.00. Awarding the contract to the above mentioned vendor is necessary to ensure physical, electrical and functional compatibility with the existing Air Data Test System Adapter in support of 23rd Fighter Group A-10 aircraft deployment requirement. III. DESCRIPTION OF THE SUPPLIES/SERVICES: 405 Air Data Test System is necessary for the precision calibration/verification of A-10 aircraft pitot statics, compliant with RVSM (Reduced Vertical Separation Minima) requirements. IV. AUTHORITY 10 USC 2304(c) (1), as implemented by FAR 6.302-1 (FAR 6.303-2(a) (4)). V. APPLICABILITY OF AUTHORITY: The justification for restricting competition is in accordance with Federal Acquisition Regulation FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). VI. EFFORTS TO OBTAIN COMPETITION: GE Sensing is the only provider in possession of the necessary components to ensure compatibility with the aircraft Air Data Test Adapter. The A-10 System Program Office (SPO) is aware of the issues that the A-10 aircraft are facing in deployed combat locations and have approved the procurement of the Air Data Test System. VII. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE: A special notice was posted on Federal Business Opportunities (FBO) 10 February 2011, to notify potential sources. Special Notice FA4830WA004 contained a description of the requested item along with instruction on how to contact the 23rd Contracting Squadron with any information or questions concerning the request. Special Notice FA4830WA004 closed 17 February 2011 at 1:00pm. No responses were received regarding the special notice. VIII. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: Awarding a contract to GE Sensing is necessary due to the existing system already in place. Replacement of the 405 Air Data Test System to facilitate completion would increase cost and delivery time due to product testing prior to implementation. Therefore, it is in the best interest of the Air Force to award a purchase order to GE Sensing. IX. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION: NONE X. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED: This contract will be solicited as a sole source requirement and the 405 Air Data Tester will interface with the current Air Data Test Adapter for deployment purposes. A-10 SPO coordination with the Defense Logistics Agency is currently in coordination for future procurements. XI. CONTRACTING OFFICER'S CERTIFICATION: "I certify to the best of my knowledge and belief that the information contained in this justification is accurate and complete." This is evidenced by the contracting officer's signature on the Coordination and Approval Document. (FAR 6.303-2(a) (12)). XII. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION: As evidence by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(b)).
