Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. Solicitation Number FA46641040A001 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective August 2010. This RFQ is issued as a 100% small business set-aside and firm-fixed price acquisition. The applicable North American Industry Classification System (NAICS) code is 515210 with a small business size standard of $13.5 million. The contractor shall provide all necessary maintenance, plant, labor, supervision, materials, parts, supplies, tools, equipment, transportation, and any other items necessary to provide DirecTV brand satellite programming and account maintenance services to an existing Government-owned 40 Channel Head-in system serving 760 drops at March ARB. Contractor must be authorized by DirecTV to provide services according to DirecTV terms and conditions. The Government will award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government according to FAR Part 13, Simplified Acquisition Procedures. Evaluation shall be based on the lowest overall quoted price. Evaluation of quotes may be made without discussions with the offerror(s). Quoted prices shall include itemized pricing for each Contract Line Item Number (CLIN) as follows: CLIN 0001: DirecTV In Room Choice programming fee, 760 drops, 12 Months; CLIN 0002: Direct TV Regional Sports programming fee, 760 drops, 12 months; CLIN 0003: DirecTV Fox Soccer channel programming fee, 760 Drops, 12 Months; CLIN 0004: Direct TV Local channel programming fee, 12 Months; and CLIN 0005: Account Maintenance services fee (to include invoice processing through Government WAWF invoicing system with website access provided below), 12 months. The Government reserves the right to make changes to the number of drops and services during the period of performance which is one year from contract award. All interested parties are responsible for monitoring the FedBizOpps website at http://www.fedbizopps.gov for status of this combined synopsis/solicitation and any applicable amendments thereto. To be eligible for award under this combined synopsis/solicitation, offerors must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. Effective January 1, 2005 in accordance with FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, offerors are required to submit On-line Representations and Certifications Application (ORCA) at http://orca.bpn.gov/. It is the offerors' responsibility to be familiar with the applicable clauses/provisions. The Department of Defense requires payment of contractor invoices be made electronically in accordance with DFARS Clause 252.232-7003 Electronic Submission of Payment Request, with procedures available at https://wawf.eb.mil/. DirecTV Brand Name Justification: DirecTV satellite programming services is a brand name product only available from DirecTV and their authorized distributors, under the authority of FAR 13.106-1(b). A Government-owned satellite television system was installed at March ARB in 2002. Commercial DirecTV brand digital satellite receivers and programming services were also purchased at that time to go along with the base satellite system. These digital receivers are designed to receive only DirecTV programming services. No other satellite programming services are compatible with these digital satellite receivers, and it will not be cost effective to discard the functional DirecTV receivers and purchase new receivers if service is performed by a non-DirecTV vendor. DirecTV programming service is an item peculiar only to one manufacturer. DirecTV programming is currently essential to the Government's requirements, and market research indicates other products lacking the particular feature of DirecTV do not meet, or cannot be economically modified to meet, the agency's needs. Deadline for submission of all quotes will be no later than March 18, 2011 at 3:00 PM PST.
