Description
This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids and the government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, etc. is available at this time. VA Illiana Health Care System, Danville, Illinois, is performing pre-solicitation market research to determine potential sources and set-aside possibilities for construction services for VA Project No. 506-11-125, IT Infrastructure, Phase I, at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, Michigan 48105. The Veteran Affairs Ann Arbor Healthcare System is in the process of upgrading the existing copper and fiber optic backbone cabling system that distributes throughout the campus. The upgrade will occur in a phased approach. This project, identified as Phase I, includes the main hospital buildings referred to as Building 1W and Building 1E. The backbone cabling upgrade for this phase will include high-pair count voice grade copper, high-strand count OM3 multi-mode fiber included as a base bid and OM4 multi-mode fiber included as an add alternate, as well as single mode fiber. The upgrade will centralize the campus voice and data network to the main distribution frame (MDF) in the Campus Distributor Room identified as CB07. New fiber optic backbone cabling will connect CB07 to the Old Telecom Room AB23 in Building 1W and to the Data Center A180 located in Building 28. New fiber optic and copper backbone cabling will connect CB07 to the floor serving telecommunication rooms in Buildings 1W and 1E. There are three telecommunication room stacks identified as C-Stack, D-Stack and E-Stack in Building 1E that will be included in the bid as add alternates. New conduit, cable tray and/or j-support distribution systems will serve as pathways to distribute from CB07 to the aforementioned locations. The telecommunication rooms will include new communication room fittings, including but not limited to racks, cable management, cable tray, grounding and bonding. Contractor shall provide all labor, materials and equipment to fully complete the specified projects per the construction documents and specifications. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). In accordance with VAAR 836.204, the magnitude of this construction project is between $500,000 and $1,000,000. The performance period is 150 calendar days after receipt of Notice to Proceed. The North American Industrial Classification System (NAICS) code is 238210, small business size standard of $14M in average annual receipts for the preceding three years. Interested firms must be registered and qualified as a small business under this NAICS code. Potential firms shall be qualified to perform the work specified above and be a small business in one or more of the following socio-economic categories: Service Disabled Veteran Owned or Veteran Owned. The response to this notice shall be in summary format and shall not exceed one (1) page. 1. Company name, DUNS number, social economic category (VOSB, SDVOSB, etc), address, point of contact, telephone number, fax number, and email address. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. Responses must be received by 5:00 PM EST on March 18, 2011 via email or fax to the Contracting Officer at Cari.Snyder@va.gov, FAX (217)554-3206. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation will be issued at a later date. Interested firms will be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to http://www.fbo.gov. This is the only official site these documents will be posted on.
