Description
Provide 2000 state-of-the-art alpha-numeric pager devices with coverage of the entire island of Oahu, Hawaii, 4 state-of-the-art alpha-numeric pager devices configured with toll free numbers and Continental United States (CONUS) coverage, and 100 Ready Call devices and chargers with a minimum of 100% intra-building coverage. Features of the alpha-numeric devices include a four-line display, the ability to store up to 19,000 total characters, a back lit display, a zoom feature that lets you enlarge the display from four lines to two for easy readability, date and time display, alarm clock, private time option, and user selectable alerts. Provide message delivery through store-and-deliver technology; ; when a user is outside coverage or has their device turned off, the system will store their messages for up to 72 hours. When the TAMC user returns to full service coverage (within 72 hours), the messages are automatically delivered to the device. Enable users to send and receive both numeric and text messages on their device via vendor provided messaging software, vendor provided "send-a-message" website or internet email. Make available upon request the following features: Custom Greeting: establish a customized operator greeting specific to TAMC use Message Retrieval: users may call our customer service and have an operator read up to six of their messages back to them. Page Forwarding: forward your pages to any other subscriber of operator service. Page Hold: messages held for up to 72 hours. At the designated time, all stored operator messages will be transmitted. Group Paging: a single message may be sent to a group with a single phone call. Groups may contain up to 20 individuals. Message Sequence Numbering: assigns a number to incoming messages users know the order in which their messages are received. Pagers shall be shock resistant for heights up to 4 feet and water-resistant with tolerance to prolonged exposure to high humidity and brief exposure to rain. The service provider shall repair pagers who fail due to these occurrences at no cost to the Government. This excludes obvious abuse or prolonged submersion in water. The service provider shall install and maintain any additional transmitter, repeater, or antenna cabling needed to ensure 100% coverage by start of contract The paging network (backbone) system shall have a voice prompt which will identify the pager as a TAMC specific device The primary pager network (backbone) and onsite in-house paging system shall have microwave and/or radio frequency (RF) control links that have been approved by the Federal Communications Commission (FCC). The service provider shall have an FCC license and shall provide evidence of their FCC license prior to contract award The service provider shall provide a battery, generator, or other reliable back-up power source for the terminal and primary transmitter. The primary transmitter will have a minimum of twenty-four hours backup after loss of commercial power. Remote transmitters or (repeaters) will have a minimum of three hours back-up after loss of commercial power. The "primary transmitter" is a transmitter located on the same site as the terminal. The "remote transmitter" is a transmitter not located on the same site as the terminal. The onsite in-house paging system transmitter and equipment racks will also be provided with equipment needed to provide a minimum of three hours back-up after loss of commercial power. The paging network (backbone) and onsite in-house paging system shall have redundancy of any equipment which could put the network completely off the air and with diagnostics built into the terminal, transmitter, and control equipment for preventive maintenance servicing. The COR, or designated representative, shall be notified at least twenty-four hours in advance of any planned paging network outage. Transmitters shall be densely configured or otherwise located to provide coverage overlap so that there is minimum degradation of service in the event of a transmitter failure. The paging network (backbone) system shall provide an on-island frequency band and an onsite in-house (critical pagers) frequency band that will not cause co-channel and inter-modulated interference. For critical paging groups, the maximum allowable throughput (the time the originating telephone call is disconnected to the time the page is received) shall not exceed fifteen seconds. This requirement shall apply twenty-four hours per day, seven days per week. Each critical pager group shall consist of as many pagers as TAMC deems necessary. The onsite in-house paging system will be a non-network based client/server system, architecture and software designed to provide fifteen seconds message throughput to alphanumeric pagers via four AlphaMate II Message Entry Devices (or equivalent) and one modem interfaced quick page Nurse Call application, locations will be designated by the COR, or designated representative. The service provider will provide a turn-key in-house FCC compliant paging system sized to accommodate 500 alphanumeric critical pager devices with full in-house coverage capability. The service provider shall have an adequate inventory of parts and equipment to maintain the pager network system. Repairs of the paging network system shall be at no additional cost to the Government. Upon completion of maintenance or repair work, the service provider shall forward a copy of the service report to the COR or designated representative. The service provider shall provide the name and the telephone number of the person(s) to contact for maintenance and repair service of the paging network system.
