- GSA MULTIPLE AWARD SCHEDULE SOLICITATION: The Greater Southwest Acquisition Center, Fort Worth, TX, is issuing a solicitation electronically only. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation files. Federal Acquisition Regulation (FAR) 4.12 requires prospective contractors to complete electronic annual representations and certifications at http://orca.bpn.gov, in conjunction with required registration in the Central Contractor Registration (CCR) database. Prospective contractors are not eligible for an award, if their ORCA information is not current. Additionally, prospective contractors shall update the representations and certifications submitted to the Online Representations and Certifications Application (ORCA) as necessary, but at least annually, to ensure they are kept current, accurate and complete. Search using Solicitation Number 7FCB-H2-070541-B (include the dashes). The Schedule/Solicitation is entitle Advertising and Integrated Marketing Solutions services, to include the following: advertising, public relations, web based marketing; market research and analysis; video/film production; exhibit design and implementation; conference, events and tradeshow planning; commercial photography; and commercial art and graphic design services. This solicitation is issued electronically only. This is a standing solicitation with no closing date for receipt of offers. The main changes to the solicitation are the implementation of the Goldstar Initiative. The Goldstar Initiative created the disclosure of current contract clauses in GSA eLibrary under each individual Schedule solicitation. FSS Contractors that have agreed to standard contract clauses without taking exception will receive a 'Goldstar' next to their name in GSA eLibrary. Paper offers will no longer be accepted for this schedule. The solicitation will remain in effect until it is replaced by a refreshed solicitation. The Federal Supply Schedule period is continuous; contract periods commence on the date of award (DOA) and expire five years from the DOA unless further extended pursuant to option clause, Option to Extend the Term of the Contract (Evergreen), which allows the Government to extend the contract three additional five-year periods, not to exceed a total of twenty years. All contracts will be indefinite delivery/indefinite quantity contracts with a $2,500 guaranteed minimum for the contract period. All contracts to be awarded include Industrial Funding provisions. The Trade Agreements Act applies to this solicitation. Small Business Set-Aside provisions will be addressed in the individual product/services attachments to the solicitation. Per Refresh 10, any paper offer received will be rejected as non-responsive. Paper copies of rejected offers will not be returned to the offeror. Schedule 541 is a mandatory eOffer schedule. Any eOffer received after March 13, 2011 containing Refresh 9 documentation will be rejected. NOTE: THE GREATER SOUTHWEST ACQUISITION CENTER SCHEULE 541 AIMS PROGRAM WILL ONLY ACCEPT CONTRACTOR INITIATED MODIFICATION REQUESTS VIA THE GSA EMOD SYSTEM.
