- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. S11PS00038 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. This is a total small business set-aside. NAICS 541380, Small Business Size Standard $12.0 applies to this requirement for field and laboratory testing on samples obtained at coal refuse slurry impoundment sites located within the State of West Virginia. Quotes shall be submitted as a lump sum fixed price to include all costs associated with the required data collection, analyses, and reports specified in the attached statement of work.
