Description
Request for Information (RFI) for Advanced Explosives Manufacturing Capability The Combating Terrorism Division (RD-CXC) of the Defense Threat Reduction Agency (DTRA) is soliciting capability statements from government and industry as part of a Markey Survey to determine if an explosives manufacturer can develop a system or increment its capability to create an affordable and executable production process in the manufacture of explosives and precision Shaped Charges. 1. Technical Requirements in the development of manufacturing processes for explosives: a. Possess or eligible for a Facility Clearance to perform classified work at the SECRET/RD level b. Pressed Explosives (1) Plastic Bonded Explosives (PBX) at 95 percent of theoretical maximum density (2) Up to and including 20 inch diameter billets c. Cast Explosives to meet MILSPEC MIL-C-401E, or equivalent d. Explosives Machining (1) Numerically controlled for contour work (2) Tolerances of plus or minus 0.010 inch 2. Technical Requirements in the development of manufacturing processes for Shaped Charges: a. Possess or eligible for a Facility Clearance to perform classified work at the SECRET/RD level b. Temperature controlled machining with machine tools capable of producing profile and wall thickness within 0.00005 inch of nominal using nonferrous parent metals c. Temperature controlled coordinate measurement inspection documented and calibrated accuracy to 0.000005 inch, with accuracy and calibration standards traceable to the National Institute of Standards and Technology (NIST). d. Forming equipment capable of producing homogeneous grain structure near net shape forms suitable to machine to tolerances described in number 1 above. Responses should include the following documentation, with specific information regarding the technical requirements identified above with the listed paragraph numbers. 1. Cover page with the company or organization name, contact information to include address, telephone and email addresses), CAGE Code and DUNS number, size of business pursuant to North American Industrial Classification System (NAICS). 2. Brief summary of the company's overall capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. 3. Explanation of capability and process to meet the technical requirements listed in this RFI. If unable to meet specified technical requirements, explain best capability. 4. If the company utilizes the services of sub-tier vendors or subcontractors, provide supporting information, and specify what, if any of the technical requirement work listed in this RFI is sub-contracted. Upon review of all submissions in response to this RFI, DTRA may schedule individual meetings with any or all respondents to gain further understanding into their specific responses. Responses shall be submitted electronically no later than 3:30 00 PM EDT on Monday, 4 April 2011 to the Contracting Officer, Kathleen Jones at Kathleen.Jones@dtra.mil. All responses shall be transmitted electronically. Submissions shall be compatible with and accessible using Microsoft office software applications. Additional Information: There is no commitment by the Government to issue a solicitation, to make an award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this RFI. Any information submitted in response to this RFI is voluntary. This RFI is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and requests for the same will be disregarded.
