Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one time, fixed price contract, with Motorola Solutions, 7031 Columbia Gateway Drive, 3rd Floor, Columbia, MD 21046, under Request for Quote (RFQ) E012523, for training. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement for training can only be provided by Motorola Solutions due to proprietary and operational requirements. The existing land mobile radio (LMR) infrastructure, manufactured and built by Motorola, spans generations' dating back to the early 1980's and employs a unique encoding design proprietary to Motorola. New generation radio equipment (purchased by the FBI from Motorola under an existing contract) is being added to the existing LMR infrastructure. Installation, configuration and maintenance training of this new equipment are required for the FBI Electronics Technicians field wide in support the new equipment. As the new equipment is compatible with the existing LMR infrastructure, the training can only be provided by Motorola Solutions. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement by Tuesday, March 8, 2011, 10:00 am (Eastern), via email, to margaret.einspahr@ic.fbi.gov. Telephone requests will not be accepted. A determination by the Government not to compete the requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 334220. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
