Description
This is a REQUEST FOR INFORMATION (RFI). This is not a request for proposals and does not obligate the Government to award a contract. All responsible businesses, including small businesses, are encouraged to respond to this RFI. The Drug Enforcement Administration (DEA) Aviation Division is conducting market research and requests input from industry to assist in requirements planning. The information requested by this synopsis will be used within the DEA to facilitate the decision making process and will not be disclosed outside the agency. The DEA will not be responsible for any cost incurred by interested parties in responding to this RFI. Unsolicited proposals or offers of any kind will not be considered in response to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP, as well as those regarding the nature of the services to be performed under any future airborne imaging systems initiative will not be accepted. Email responses to this RFI to Eric VanderVeen at eric.vanderveen@usdoj.gov by 4:00 PM Eastern Standard Time (EST) on Monday, March 14, 2011. The Government encourages creativity and innovation in responses to this RFI. The purpose of this RFI is to gather information about commercially available airborne imaging systems that meet the requirements discussed below. Interested vendors should submit a technical description of their airborne imaging system and the installation such as photographs, physical characteristics, operational features and options, video presentations of the system capabilities, and estimate of time for system installation, and a description of warranty and product support. Interested vendors should also submit Rough Order of Magnitude (ROM) pricing for their products to include system hardware and installation. The imaging systems are for aircraft which are operated and maintained in accordance with Federal Aviation Administration (FAA) Part 91.The eventual contractor shall be responsible for certification of the complete airborne imaging system in accordance with any applicable FAA regulations and maintain the aircraft's Standard Airworthy Certificate. Systems with approved Supplemental Type Certificates (STC) are preferred but not mandatory. REQUIREMENTS The DEA Aviation Division is seeking information from potential sources for seven (7) state of the art, commercially available, turn-key airborne imaging systems to be installed on fixed wing aircraft such as Cessna 208B, 206G, 206H and T206H. The airborne imaging systems shall consist of a fixed mounted gyro stabilized HD video system, HD video monitor, video camera system controller and a Digital Video Recorder (DVR) capable of recording 8 hours of HD video. The HD DVR shall be capable of storing video on internal recording media and be capable of transferring the video to external media such as Compact Disk, SD Disk or any other appropriate media and through a USB connection. The imaging systems will be utilized in covert airborne law enforcement surveillance. The following are desired imaging system characterizes: 1. High-Definition color digital video and thermal imager. 2. Multi-Axis active gyro stabilization. 3. High resolution infrared imaging. 4. High resolution low light imaging. 5. Laser illuminator 6. Day/Night spotting camera. 7. Auto tracking. 8. Auto focus. 9. High performance haze penetration. 10. Geographic (GPS) locating or pointing. 11. Long standoff range, 3000 to 5000 foot altitude with a slant range of 1 to 3 miles. 12. High image stabilization. 13. Long lens continuous zoom capability. 14. Operators monitor, control and console. Additionally, the requirement will include the de-installation of two existing imaging systems, one on a Cessna 208B and the other on a Cessna T206H. INSTRUCTIONS FOR RESPONSES Interested vendors who feel they possess the necessary capabilities should respond by providing the Government the following information: point of contact, address, telephone and fax numbers, email address, DUNS number, Tax ID Number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, personnel, related manufacturing experience, and existing FAA approvals and STCs. Interested organizations should also include information regarding previous work similar to this requirement and, if applicable, whether this work was/is being done for other government agencies (and if so, the names of the government agencies). Please limit the complete response to 15 pages excluding past experience information.
