Description
NOTICE TO PROSPECTIVE OFFERORS - INTENT TO RELEASE FINAL RFP The Defense Information Systems Agency/Defense Information Technology Contracting Organization (DISA/DITCO)-Scott AFB, IL anticipates release of the Final RFP - HC1028-10-R-2001 - Global Information Grid (GIG) Service Management Engineering, Transition, and Implementation (GSM-ETI) on/or about 21 March 2011. DISA/DITCO intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts which will be set aside for small business concerns in conjunction with the policies and procedures prescribed in Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation. This acquisition includes the engineering, transition, and implementation support services needed to successfully address the Defense Information Systems Network (DISN) requirements to add new telecommunications technologies to address changing joint Warfighter needs. The functional scope of the ETI services includes the following capability areas to support DISA-provided networks and infrastructure on a global basis: -Engineering to include systems engineering and integration; architecture and information and telecommunications standards development; and telecommunications, network security, and information systems engineering. -Transition. (New capabilities that are engineered and implemented under the GSM-ETI effort will be transionted to the GSM-Operations contract for continuing support). -Implementation to include technical refresh, circuit transition and DISN expansion/upgrades. The Final RFP and all related documents will be posted at this site. Instructions for submitting questions and proposals will be given at the time the solicitation is released. Contractors will be given 45 days for preparation of proposals from the posting date of the Final RFP. Past Performance questionnaires will be due no later than the date indicated on the past performance document. The National American Industrial Classification Standard (NAICS) code for this procurement is designated as 541512 - Computer Systems Design Services. The resulting awards will be Best Value with Trade-Off, with non-cost factors being significantly more important than cost. The period of performance for the GSM-ETI will include a base period of two years, one two-year option period and one one-year option period for a total life-cycle of five years. Services will be required on a world-wide basis. If at any time the Government determines that the requested services are no longer required, the Government reserves the right to not make an award. NOTE: The Draft RFP currently on the FedBizOpps site (to include amendments and attachments) will be replaced in its entirety with the Final RFP documentation.
