- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number W9124P-11-T-0014 is set aside 100% for small business. The corresponding NAICS code for this procurement is 334517 with a small business size standard of 500 employees. This Synopsis/Solicitation is being issued as a request for quote, using simplified acquisition procedures authorized by FAR Part 13. The US Army Contracting Command-Redstone, is soliciting quotes for one (1) directional beam portable industrial x-ray system that is water-cooled, operates at 10-160 kV, adjustable in 1 kV increments. The tube current should be capable of operating from 2-6 mA in 0.1 mA/step. The focal spot size shall not exceed 1.0 mm. The beam angle shall be 40 degrees x 40 degrees. The duty cycle shall be 100% @ 20 degrees Celsius. The tube weight shall not exceed 21.5 lbs. The system shall include a control unit with a back lit display, one (1) ten meter long 200-250V power supply cable with one (1) plug, one (1) ten meter long 100-125V power supply cable with one (1) plug, one (1) 25 meter long interconnection cable with two (2) plugs, and one (1) mobile tube stand. The solicitation provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.209-2, Prohibition on Contracting with Inverted Domestic Corporations-Representation; Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation Commercial items; Provision 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 52.219-6, Notice of Total Small Business Set Aside; Clause 52.232-36, Payment by Third Party; and Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items are applicable to this acquisition. Other clauses may be included in the award if applicable. Payment will be made via Government purchase card. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. Quotes are due no later than 2:30 PM (Local Time), March 17, 2011, in the contracting office, Building 5400, Room B-142, Redstone Arsenal, Alabama, 35898-5000. Oral communications are not acceptable in response to this notice. All responsible small business concerns may submit an offer which shall be considered by the agency. In the event multiple technically acceptable quotes are received evaluation will be based on best value with price, date of delivery, and terms of warranty considered. Electronic quotes are preferred, but fax quotes will be accepted.
