Draft RFP incorporating changes and responses from industry T 25 SECT Presolicitation Notice: Synopsis Date: 4 Mar 2011 Contracting Office Zip Code: 45433 Classification Code: U – Education and Training Services Contracting Officer Address: 2300 D Street, WPAFB OH 45433 Subject: T25 Simulator for Electronic Combat Training (SECT) Re-competition Proposed Solicitation Number: FA8621-10-R-6256 Anticipated Closing Response Date: April 24th Contracting Officer: Mr. Bill Oswald Proposed Contract Award Dollar Amount $17 M Contract Line Item Number: TBD Anticipated Contract Award Date: 14 Dec 11 Contractor: TBD Description: The Department of Defense (DOD) is acquiring services to provide Contract Logistics Support (CLS) and operate the T25 SECT Training System Support Center (TSSC) for a period of performance beginning 1 Jan 2011 through 31 Dec 2016. The anticipated RFP release date is 18 Mar 11. All US companies that qualify as a small business under NAICS Code 541511 may submit a proposal to be considered for award, foreign participation is not permitted. The contractor needs to be able to perform work on a classified SECRET system. The anticipated Firm Fixed Price contract will provide CLS and TSSC for 27 training devices (18 student stations and 9 Instructor Operator Stations) at Naval Air Station Pensacola (NASP). A Past Performance Trade-off (PPT) evaluation will be conducted where Technical Acceptability will be pass/fail and the importance of Price will be approximately equal to that of Past Performance. Instructions on submitting Past Performance information is included in the RFP. Technical data is included in the Bidder’s Library, the documents are both secure and export controlled. A second Draft RFP, Q and A, and changes list are now posted. The Bidder's library has been posted. Access will require submittal of a signed Non-disclosure Agreement. Bidder's library contents will only be released to DOD contractors; foreign-owned companies will not be permitted access. In addition, potential offerors are reminded that security clearances as well as a facilities clearance will be required to perform under the contract awarded for the T25 SECT.
