Description
This announcement advises that FAA will hold a technical conference with industry regarding a proposed FAA test procedure for qualification of vendor manufactured airport ADS-B vehicle squitter units. The purpose of the conference is to present the FAA proposed test procedures and elicit industry feedback. The FAA Surveillance and Broadcast Services (SBS) Program Office posted Announcement Number 9690 entitled "Vehicle Automatic Dependent Surveillance-Broadcast (ADS-B) - Draft Specification and Advisory Circular" on July 2, 2010. The announcement detailed FAA's plans to establish specification requirements for use of ADS-B equipment on airport surface vehicles, aside from aircraft, in order to mitigate safety risks on airport movement areas. These specification requirements would apply to vehicles equipped with the ability to transmit Automatic Dependent Surveillance - Broadcast (ADS-B) messages. The transmitted messages would be displayed on traffic displays for both air traffic control and aircraft operators who choose to equip with the ability to receive ADS-B information. This effort will not result in an FAA acquisition. As stated in the July 2, 2010 announcement, the specification provides the basis for manufacture of the vehicle squitter units. The vehicle squitter units would be qualified through FAA testing. Airport authorities would purchase the vehicle squitter units from FAA qualified vendors. Use of vehicle squitter units at airports is not mandatory; however, airport authorities have expressed interest in utilizing vehicle squitter units. As a result of the July 2, 2010 announcement, FAA received industry comments and updated the draft specification appropriately. By FAA Announcement Number 10236 dated December 3, 2010, FAA conducted an Industry Day on December 17, 2010 in order to familiarize attendees with the vehicle ADS-B specification and the proposed FAA vehicle squitter units test approach. Announcement 10236 also included the updated specification, as well as a matrix of comments received. As a result of Industry Day and one-on-one discussions, vendors suggested that the proposed test approach might be overstated resulting in higher cost to both vendors and the FAA. In response to that suggestion, FAA is proposing and solicits feedback on a test procedure where vendors who manufacture avionics would be able to minimize the test impact through FAA acceptance of certain factory tests satisfactorily performed during avionics development. FAA will hold an ADS-B vehicle squitter unit test discussion at the FAA Technical Center in Atlantic City, New Jersey on March 22, 2011 from 0900 to 1500. The purpose will be to present an overview of the proposed test procedures and receive industry input regarding methods to streamline the test process. A tour of selected portions of the FAA Technical Center facilities will also be conducted. The ADS-B vehicle squitter unit draft test procedures which includes the Verification Traceability Requirements Matrix (VRTM) is attached hereto as well as the current specification. The draft test procedures reflect the traditional FAA test philosophy. Attendees should familiarize themselves with these documents prior to the Technical Center meeting. Interested parties are asked to contact Ms. Amy Kirkham at akirkham@regulus-group.com in order to confirm attendance. Attendance may be limited due the size of the conference area; therefore prompt responses are advised. In addition, one to two weeks should be allowed for processing of required personnel security clearances. Vendors should indicate if they currently have proper credentials for access to the FAA Technical Center.
