Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-49. The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D11PS18878 as a Request for Quote (RFQ) on behalf of the US Department of Agriculture (USDA), Risk Management Agency (RMA). This order will procure services to provide USDA, RMA data and information on grown woody biomass crops in order for RMA to make a decision on what crops to study further. An optional feasibility study will provide RMA analysis on willow and poplar trees and determine the feasibility of and issues related to insuring those willow and poplar trees as bio-fuel feedstock as well as other woody biomass crops. The contractor shall initially provide RMA with the results of data collection. In the optional task the contractor shall produce a research report that determines the feasibility of developing an insurance program for the willow, poplar trees, and other woody biomass crops and recommend the most viable type of insurance program, if any are feasible. The resultant award shall be a Firm-Fixed-Price (FFP) Order. THIS IS A 100% SMALL BUSINESS SET-ASIDE. The Service Contract Act applies to this acquisition. NAICS Code 524298 entitled, "All Other Insurance Related Activities," with a $6.5 million size standard threshold. Product Service Code R409 entitled, "Prof. Services/Program Review-Development." Offeror's must also ensure that their firm is registered with the Central Contractor Registration (CCR) and the NAICS code of 524298 is registered. For information, refer to http://www.ccr.gov. All Offeror's quotations shall cite the RFQ Order Number and project title. The quotation shall also list the Offeror's point of contact for this project including name, title, address, phone number, and email address on the title page of each volume. All Offerors must submit with their quotes a completed Offeror Representations and Certifications - Commercial Items (FAR 52.212-3) form. If the Offeror's Representations and Certifications are registered on the ORCA website, it must be indicated in the offer. Offerors must submit all technical questions concerning this solicitation in writing by e-mail to the Contracting Officer, Roger.Henriquez@aqd.nbc.gov and Contract Specialist Denise.Carrio@aqd.nbc.gov. All questions must be received no later than 2:00 PM Eastern Time (ET) on April 13, 2011. Acquisition Services Directorate will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors.
