Description
GENERAL PROJECT DESCRIPTION: The purpose and intent of this contract is to secure services for pre-commercial tree thinning of 323 acres of young growth timber in of conifer reproduction, approximately 26 to 28 years old, in five overstocked second-growth stands located on the Tongass National Forest; Sitka Ranger District. The Contractor must furnish all labor, equipment, housing, subsistence, supervision, transportation, operating supplies, and incidentals except those items listed as Government-furnished property. The performance period is 117 calendar days. PROJECT LOCATION: The project area is located on the Indian River road system on Chichagof Island, on the north side of Tenakee Inlet, approximately 60 air miles north of Sitka, Alaska. No roads connect Sitka with the project area. This project is located on the Sitka Ranger District of the Tongass National Forest in Southeast Alaska, near the town of Tenakee Springs on the northeastern portion of Chichagof Island. Tenakee Springs is a very small and isolated coastal community with limited services and no roads. The town is accessible via the Alaska Marine Highway System and floatplane service from both Juneau and Sitka. The project area is accessed from the Indian River road system, which originates at an abandoned log transfer facility (LTF) approximately two miles east of Tenakee Springs and is open only to ATV traffic. No full-sized vehicles will be permitted on this road, and there is no direct road connection between Tenakee Springs and the project area. The LTF can best be accessed by small boat or landing craft. Because of the uniqueness of Southeast Alaska regarding access, logistics, and service points, it is strongly recommended that prospective Contractors adequately familiarize themselves with the area to help determine mobilization costs, living, and travel expenses. SOLICITATION INFORMATION: The solicitation will be posted on FedBizOpps website on or about March 18, 2011 for viewing and printing. Potential offerors are requested to obtain the solicitation from the Internet. If unable to successfully obtain the solicitation from the internet, then a hard copy of the solicitation documents may be requested via fax at 907-747-4289. Fax requests must reference solicitation number RFQ-AG-0116-S-11-0049. Telephone requests will not be honored. Quotes will be due approximately 30 calendar days after the solicitation issue date. AUTOMATIC NOTIFICATION: By registering to receive notification on posted synopses, you will be automatically notified via email of any changes to the project. To register, select Register to Receive Notification and follow the steps. Follow the same procedure for EACH project. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) has replaced the plan Holders Lists that was previously available with solicitation packages. Access the IVL for all projects through the FedBizOpps website. To register as an interested vendor, select Register as an Interested Vendor and follow the steps. Follow this procedure for EACH project of interest. Use the Register as Interested Vendor option to add your company name to the IVL and then view or print the IVL by selecting View List of Interested Vendors for EACH project. IMPORTANT NOTE: In order to receive any contract award, Vendors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) databases. To register your firm in the CCR system, go to: http://www.ccr.gov or by calling 1-888-227-2423 or 269-961-5757. To register your firm in the ORCA system, go to: http://www.bpn.gov.
