Description
Sole Source - Combined Synopsis/Solicitation - FA9300-11-R-5010 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a sole source buy to Vision Research; however, the Government will consider all responses received within 15 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48 and DFARs Change Notice (DCN) 20110302. NAICS is 334220 with a small business size standard of 750 employees. Solicitation is for a commercial purchase of (1) Vision Research V710 (with fast option) High-speed camera with extra memory. AFFTC/PKT, Edwards Air Force Base, CA is seeking potential sources capable of providing the following item: (1) Vision Research V710 (with fast option) High-speed camera with extra memory. REQUIREMENTS: 1. High speed video camera for research operations, outdoors and indoors. 2. Frames per second: approximately 7530 fps at 1280x800 resolution; scalable in both fps and resolution. Maximum frame rate: 1.4 Million fps at 128x8. 3. Pixel bit depth: 8 & 12 bit. 4. Pixel size: 20 micrometers. 5. CMOS sensor size: approximately 25 x 16 millimeter. 6. Auto/remote shutter control: Yes. 7. Ethernet connectivity: Yes. 8. Triggering control: Yes. 9. Timing: able to use IRIG timing. 10. Video output: Analog: NTSC, PAL; HD-SDI 4:4:4 video. 11. Cine Conversion: Yes, to Cine, Cine Compressed, Cine RAW, AVI, Multipage TIFF, MXF PAL, MXF NTSC, Quick Time, Windows BMP, OS/2 BMP, PCX, TGA, TIFF, LEAD, JPEG, JTIF, DNG, DPX. 12. Image timestamp: Yes (with IRIG). 13. Mountable: Yes. 14. Operating temp: 0-40 degrees Celsius. 15. Memory: with CineMagII-128GB the camera system has 128 GB (this allows us to store data from several runs without having to save it to an external drive which saves several minutes per run - allowing to reduce variability on test conditions from run to run). 16. Interchangeable lenses: Yes (enables AFRL to use the same lenses across all of our Vision Research cameras). 17. Extreme Dynamic Range: Yes (EDR - Extreme Dynamic Range Exposure, or "dual slope integration," within a single frame, is a very useful feature when the subject of interest contains very bright areas as well as darker areas, such as during a rocket injector firing, and both must be exposed properly throughout the cine recording.) Delivery: 60 DARO Place of delivery, performance, and acceptance is FOB Destination, Edwards AFB, CA 93524.
