Description This is a combined synopsis/solicitation for commercial items (non-personal services) prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-48.This solicitation is being issued as a Request for Quotation (RFQ). ****************************************************************************** Items are required in accordance with the below schedule. Description of Work to Be Performed Under This Contract: This engagement will provide for the installation of the following SolarWinds Network Monitoring System Software on the customer's supplied servers: • SolarWinds Orion Network Performance Monitor (NPM) • SolarWinds Orion NetFlow Traffic Analyzer (NTA) • SolarWinds Orion Application Performance Monitor (APM) • SolarWinds Orion Network Configuration Manager (NCM) • SolarWinds Orion LANsurveyor Additionally, each part of the SolarWinds System will need to be configured, customized, optimized, and tuned. Throughout the engagement the Engineer(s) will explain what is going on, why, and provide context to Spangdahlem's AFB technical and operations staff, to ensure full knowledge transfer in the following major areas: I. SolarWinds Orion Network Performance Monitor (NPM) i. Installing the Application ii. Network Discovery iii. Element Population iv. Node Maintenance v. Web Portal Administration vi. Network Maps vii. Reporting viii. Alerting II. SolarWinds Orion NetFlow Traffic Analyzer (NTA) i. Getting Started with NTA ii. NetFlow Reports iii. Configuring NTA Web Settings III. SolarWinds Orion Application Performance Monitor (APM) i. Monitoring Applications 1. Commercially Off The Shelf Applications 2. Internally Developed Applications ii. Reports iii. Alerts IV. SolarWinds Orion Network Configuration Manager (NCM) i. Introduction and Installation ii. Initial Configuration and Node Population iii. Centralizing Network Administration with Orion NCM iv. Standardizing Network Configurations v. Orion NCM Reports vi. Scheduling Jobs with Orion NCM V. SolarWinds Orion LANsurveyor i. Getting Started with LANsurveyor ii. Reports iii. Alerts Primary focus will be given to implementing a representative sample of devices, NetFlow sources, and applications. Thorough knowledge transfer to allow Spangdahlem's AFB staff to continue to build-out, customize, and tune the system will be provided. The Technical Services will also provide screen shots, copies of reports generated, and status reports that will outline what has been done for configurations while onsite at Spangdahlem Air Force Base. Additionally, 5 copies each of the Orion NPM, NTA, APM, NCM and LAN surveyor training manual will be provided. Spangdahlem will provide to the SolarWinds Engineer(s): • In order to ensure the timely and efficient configuration and/or training of the Engineer, prior to the start of the engagement spangdahlem will have ensured the following have been provided for: o Adequate workspace for the Engineer and Spangdahlem's AFB administrative team. o Administrative access to all servers and systems on which SolarWinds applications will be deployed. o Internet access from all servers where SolarWinds software will be deployed. o Projector and screen for working classroom training sessions (as needed). o White board or flip chart for working classroom training sessions (as needed). o Internet access for Corona engineer. o Access to key company staff for questions and input regarding the project. o Spangdahlem's AFB designated SolarWinds Administrators/Implementation Team available, so knowledge transfer can be complete (team members will have key hands on assignments for live system build-out).
