Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane intends to award 5-year, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the fabrication of Bead Seat Assemblies. A minimum of 3 units and a maximum of 16 units will be ordered. One (1) First Article unit will be required 45 days after contract award and will not be included as part of the production quantity. Inspection and acceptance will be at origin with an acceptance period of 15 days. The assemblies shall be shipped in place and stored at the contractor s facility pending shipping instructions from the PCO. A quantity of one (1) product sample will be required and must be furnished as part of the offer. The sample must be received on or before the time set forth for receipt of offers. The Contractor shall maintain a quality system that, as a minimum, adheres to the requirements of ISO 9001 2008. The Contractor shall develop, operate, manage, and maintain the production, fabrication, assembly and inspection facilities required for the production of Bead Seat Assemblies, in accordance with (IAW) the Statement of Work. The Contractor shall fabricate and assemble the Bead Seat Assemblies IAW the Technical Data Package (TDP) and the Statement of Work (SOW). NOTE: Access to the TDP with drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP). The TDP will be posted to FBO and will be accessible at the same time the solicitation is posted. This requirement is a 100% set-aside to small business IAW FAR 19.5. The applicable North American Industry Classification System (NAICS) code is 336611 with a size standard of 1,000 employees. The solicitation is expected to be issued on or about 17 March 2011 and is expected to close on or about 05 May 2011. The procurement will utilize FAR Part 15. Award will be made to the responsible Offeror whose offer is the best value to the Government, considering Technical Capability, Past Performance, and Price evaluation factors, as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO, NECO, and NSWC Crane Division Acquisition websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the websites listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
