Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (USARIEM), intends to award a firm fixed price purchase order on a sole source basis to: Advanced Mechanical Technology, Inc., (AMTI), 176 Waltham Street, Watertown, MA 02472-4809. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: USARIEM has a requirement for a force sensing treadmill to perform a series of experiments investigating three dimensional locomotion studies at a remote location. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): USARIEM is in need of a force sensing treadmill that can be easily shipped to remote CONUS locations. AMTI is the only known manufacture of this required force-sensing treadmill with tandem front-back belt design which eliminates the requirement for the individual to remain centered on the medical lateral side-side axis. Tandem front-back belt design eliminates loss of data caused by double support during walking. Vertical force plate capacity for AMTI treadmill 8800 N, or about 880 pounds. The treadmill has a non-inclined height of 11 inches with no protrusions on the sides or ends. The end-to-end treadmill can be used as 2 floor mounted force plates when incorporated into a walkway with its handrails removed. Control electronics are built into the treadmill. Force plate and control cables are the only connections required between the treadmill and the operator area. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Other comparative treadmills have a left-right split belt, the AMTI treadmill allows for the collection of 3 dimensional force platform data during walking without requiring the test volunteer to adjust his/her gait mechanics in order to stay on the designated belt. 4. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: elaine.m.scarnici@us.army.mil no later than 3:00 PM (EST) on March 4, 2011 Contracting Office Address: RDECOM Contracting Center - Natick CCRD-NA-SY, Natick Contracting Division Kansas Street, Building 1 Natick, MA 01760-5011 Point of Contact: Elaine Scarnici, Contract Specialist E-mail: elaine.m.scarnici@us.army.mil
