Description
A. Introduction This Request For Information (RFI) is issued solely for information and planning purposes and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quotation (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3- Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government will not pay for any information/items submitted in response to this RFI. Data will not be returned. B. Background The National Geospatial-Intelligence Agency is soliciting industry input to support the development of an acquisition strategy to invest in and expand the capacity of its formal agency-wide Leadership Coaching Program (LCP). The LCP management team and a cadre of certified, professionally trained, and TS/SCI-level cleared executive coaches work in partnership with NGA's -Human Development Strategies Office (HDS) - Policy & partnership Program Development Division (HDSD) to effect deep, sustainable change in this agency. The overarching goal of the LCP is to support the mission through enhanced leadership effectiveness. NGA is seeking sources that have a depth and breadth of understanding to help the program achieve its vision, and evolve it in the context of NGA's and the Intelligence Community (IC)'s strategic intent and workforce excellence mission. The contractor should be able to cultivate leadership initiatives and create a coaching culture that brings out the curiosity of the people within it, expands perspectives that allow differences, encourages new approaches, utilizes appreciative inquiry and fosters more productivity and meaningful conversations. To date, NGA's LCP has excelled at: -delivering individual coaching to NGA executive leaders, -partnering with the NGA College to integrate coaching with key leadership programs and training initiatives -linking coaching with succession management to support key talent development, -partnering with the Organization Development team to provide comprehensive solutions to meet client needs -meeting with key leadership to customize coaching support programs, -delivering coaching presentations at leadership development programs, -providing coaching workshops to increase awareness and increase skills. Currently, a contractor provides support for the following functions and tasks as directed and prioritized by NGA's LCP manager: 1) Strategic Program management 2) Operational Program management 3) Building, evolving, and sustaining an leadership coaching cadre, 4) Marketing/Communication 5) Program evaluation & Feedback. Contractors must have a facility clearance and all contractor personnel must be TS/SCI level cleared at the start of the project. Coaching is done primarily at Springfield, VA, and St.Louis, MO, but occasional travel to other NGA sites may also be required. NGA's current contractor provides coaches that are certified through the International Coach Federation (ICF) or an ICF-accredited coach training program (preferred), or hold an ICF formal certification such as a Professional Certified Coach (PCC) or Master Certified Coach (MCC) credential (www.coachfederation.org), AND have at least a minimum of ten years experience in the consulting or professional services industry with at least three years experience as an Executive and/or Leadership Coach. NGA is considering a program with contractor support as follows: Leadership Coaching Subject Matter Expert/Program Director, Leadership Coaching Program Manager, Leadership Coaching Subject Matter Expert; plus up to 2080 hours for HD Sponsored Activities, Leadership Coaching direct contact hours, (Related Coaching Services - e.g. individual; team; group; coach training); plus up to 400 hours for Leadership Coaching Fee for Service (Related Coaching Services - e.g. individual; team; group; coach training). C. Due Date and Submittal Instructions 1. Due Date. All responses to this RFI must be received by 11 Mar 2011, Not Later Than 1600 hours EDT. Please email to Judith.A.Hart@nga.mil. To aid in government review, please limit pages to 5 in total, submitted electronically in Word or in Portable Document Format (PDF). Include name, email address and phone number for contact for clarification or questions regarding the submission. The first paragraph should provide a short description of the company including capabilities, company size, SBA category (e.g. small, disadvantaged, veteran-owned, etc.), and any GSA Schedule affiliation. Responses marked proprietary will not be considered. 3. Please address the following in your submission: a. Describe your company's experiences (e.g. lessons learned) with similar types of efforts and your recommendations for transition of existing NGA LCP contractor services to a new contract. b. Address any recent innovative Executive Coaching (EC) approaches that industry has implemented with measurable results. How would your company implement similar at NGA? c. Identify some challenges in EC that are peculiar to the Intelligence Community. How would you meet these? d. Provide an example of an EC effort led by your business that contributed to the customer organization's strategy for creating a coaching culture. e. Describe your experience in marketing EC services to sustain, develop and build capacity for EC-related services at the customer organization.
