- Proposed solicitation, SPM7M211R0047 is for NSN 2040-00-850-5146, a Receiving, Fueling. Solicitation will be for a total quantity of 83 each with 18 each to be shipped to Tracy CA 95304-5000 and 65 each to be shipped to New Cumberland PA, FOB destination, inspection and acceptance at destination, unrestricted, to be delivered in 300 days on a firm fixed price contract. A 100% option is included which may or may not be exercised. Manufacturers and part numbers are: Global Inc (7H596) p/n 810-2255762; Hydrasearch Co. Inc (32142) p/n 810-2255762; Meggitt, Inc p/n M450 or M450-1; Babcock Int Group p/n M450-1. QAP 80064 2255762 AMEND NR A DTD 12/12/74 applies. The small business size is 500 employees. All responsible sources may submit an offer which shall be considered. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition may be subject to the Buy American Act. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. This solicitation will be made available on its issue date of 03/16/11, at HTTPS://WWW.DIBBS.BSM.DLA.MIL/. PLEASE NOTE; THE SOLICITATION WILL NOT BE AVAILABLE UNTIL THE ISSUE DATE. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. "The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307." A written offer is required and is to be returned to the Bid Room at Defense Supply Center Columbus, PO Box 3990, Columbus OH 43218-3990, or can be faxed to 614-692-4275. NO OFFERS SHOULD BE EMAILED OR FAXED TO THE BUYER. Offerors are required to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations.
