- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. ASOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BEREQUESTED.The Department of the Navy Space and Naval Warfare Systems Center(SPAWARSYSCEN), Atlantic, (SSC LANT) in Charleston, SC intends to acquire, ona sole source basis, the acquisition of commercial supplies and services fortheprocurement of at least five (5) R&S MR4100X 150W High Frequency (HF)transceivers, ten (10) R&S MR4100G 1 Kilowatt (kW) HF transceivers and thirty(30) R&S Multiband, Multimode, and Multirole Surface Radio (M3SR) VeryHigh/Ultra High Frequency (V/UHF), as well as user and maintenance servicetraining. The NAICS Code is 334220 and the Small Business Size Standard in Number ofEmployees is 750. A Cost Plus Fixed Fee (CPFF) commercial contract will havea period of performance of one year from date of award expected to occur inlate FY11. This procurement has been identified as only one responsiblesource and no other supplies or services will satisfy agency requirements asimplemented by FAR 6.302-1. The proposed sole source contractor, ROHDE &SCHWARZ, Inc. is the only manufacturer with R&S transceivers capable of beingconfigured with proprietary encryption. ROHDE & SCHWARZ, Inc (R&S) is thesole manufacturer and only distributor of the material required for thesesystems. This procurement is based on the determination that the Government's needcan best be satisfied by supplies and services available from only one source.This notice is not a request for competitive proposals. Responsible sourcesmay identify their interest and capability to provide this service byrespondingin writing to our office no later than 21 March 2011 at 12:00 p.m. The Contracting Specialist for this requirement is Elizabeth Brelsford atSPAWARSystems Center Atlantic (SPAWARSYSCEN LANT), Charleston, SC or e-mailelizabeth.brelsford@navy.mil. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement. A determination by the Government not to compete thisproposed contract based upon responses to this notice is solely within thediscretion of the Government. No telephone request accepted.
