- Solicitation Number: W91QF411Q0004 Notice Type: Special Notice Synopsis: This is a notification that the Mission and Installation Contracting Command, Fort Leavenworth, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to Alliance Against Family Violence (AAFV). The associated North American Industrial Classification System (NAICS) code for this procurement is 624221, Temporary Shelters, with a small business size standard of $7.0M. The requirement is to continue critical contractor support to the Army Community Services, Fort Leavenworth, KS. The award of a sole source contract is required for commercial services for domestic violence shelter, sexual assault nurse examinations and Child Assistance Center forensic examinations. The Government requires the following: Contractor support services to include safe haven shelter services in Leavenworth County for domestic violence victims and their families and for sexual assault issues. The services are required 24 hours a day, 7 days a week to include a crisis hotline. Services include crisis advocates and services for rape victims on a 24 hour a day, 7 days a week, basis. Services include, crisis counseling, information and referral, emergency housing, food, legal and law enforcement support and advocacy (including Protection from Abuse Orders), support groups, child advocacy, relocation and employment assistance, education regarding domestic violence, parenting and life skills training. Military clients must be close to Medical, Social Work, Family Advocacy, Behavioral Health and command for additional services and support. Services include Sexual Assault Nurse Examiner support. The resultant contract will be a firm fixed price. The period of performance shall be 1 April 2011 through 31 March 2012 with two 12-month optional periods of performance. Fiscal Year (FY) 2011 Operational and Maintenance (OMA) funds will be utilized. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
