Description
This presolicitation notice for commercial items prepared in accordance with FAR Subpart 5.204 as supplemented with additional information included in this notice. Purpose is to publicize FISC San Diego ™s intention of issuing solicitation RFP N00244-11-R-0011 during the week of March 7-11, 2011 through FEDBIZOPPS (http://www.fbo.gov/) and NECO (http://www.neco.navy.mil/). The NAICS code is 336611 and the Small Business Standard is 1,000. This is a 100% Small Business Set-Aside. FISC San Diego requests responses from qualified sources capable of providing: CLIN 0001 REPAIR AND REFURBISHMENT OF ELEVEN BROW PALTFORMS VARIOUS SIZES. BROW PLATFORMS ARE LOCATED AT NAVAL BASE SAN DIEGO AND NAVAL BASE CORONADO AS DESCRIBE BELOW: A. Refurbishment of eleven (11) boarding and de-boarding brow platforms of various sizes (see below) to near new condition definition includes all of the following: All cracked, bent, twisted, deteriorated parts and surfaces, are welded, repaired, and or replaced as appropriate. All landing surfaces and deck platforms are welded 100% around the circumference of the surface edge. All broken welds repaired. Minimum of two (2) new coating of marine grade primer on bare metal Minimum of two (2) new coating of marine grade Navy Haze Gray color paint. New coating of commercially acceptable Non-Skid with evenly distributed thickness to all steps/ladders and decking/landings Deck-Gray in color with two (2) inch smooth border around. Brow platform base support improvement to prevent water accumulation. Replace/repair all casters and ensure all casters are correctly aligned perpendicular on the brow side. All others swivel. (NAVBASE COR ONLY). Provide replacement parts and materials. Note: use Hamilton Caster & Wheel catalog no. 270 for wheel and caster replacement parts for 15 foot platforms. 20 Foot platform have 11 9" foam filled wheels. The numbers on the wheel sidewalls are 6.90-9. 5 foot platform has 4 8" foam filled wheels. The numbers on the wheel's sidewall: 5.70-8. 10 foot platform has 6 8" foam filled tires. The numbers on the wheel's sidewall: 5.70. Ensure all brake assemblies are free and mechanisms are fully operational. (NAVBASE COR ONLY) Permanent identification on platform with raised welded numbers (4 ť high and 2 ť wide for NAVBASE Coronado and 6 ť high and 4 ť wide for NAVBASE San Diego platforms). Re-installed/Re-stored where the platform were originally picked up from (i.e. pier or storage warehouse) for refurbishment) B. Other contractor responsibilities: Pick up platforms from designated storage area and return once refurbishment is completed. Perform refurbishment at contractors designated site. Obtain necessary permits for water front access and oversize load road permits, if required. Provide all lifting and transport services and permits as necessary. No disassembly of the units will be authorized on any of the Naval Base installation. The base period of performance for this acquisition is anticipated to begin on date of award and continue through one hundred twenty (120) calendar days after award date. Delivery schedule shall be a minimum of five (5) refurbished platforms for the first 60 calendar days from date of award, followed by delivery the refurbished platforms with all delivered on or before the one hundred and twentieth (120th) day from date of award. C. COMNAVREGSW responsibility: Allow visual inspection of all brow platforms to all potential contractors during the solicitation period Provide minimum of five (5) platforms to contractors (as Port Operations operational commitment allow) from either Naval Bases. For refurbishments; assign in writing a Contracting Officer Representative (COR) for contract administration and quality assurance surveillance. D. Government testing of the paint covering on the platforms has the potential identified reportable levels of hazardous material/waste that includes but may not be limited to barium, chromium, copper, antimony, zinc, lead, and potentially nickel, which exceed federal or California limits. The contractor shall be responsible to properly manage and dispose all generated scrap and paint debris including California identified hazardous materials/waste/substances for disposal at no extra cost to the government. The paint coatings in this project will include potential generation of paint debris, paint chips and sand blast grit that is normally identified as hazardous material due to its composition and shall be treated as such. The contractor and Navy may be determined as co-generators of the hazardous material/waste /substance which will require proper manifesting procedures in accordance with Commander Navy Region Southwest (CNRSW) policy. The contractor shall properly manage and coordinate all documentation and dispose of all hazardous materials/waste/substances in accordance with all U.S Navy approved standards and California State, local, and federal regulations. The contractor shall be considered the co-generator of any hazardous waste associated with this contract and shall be responsible for proper management, removal and disposal of all co-generated hazardous waste. All costs will be incorporated into the firm fixed price of the contract. On site visit will be made available to allow visual inspection of brow platforms during the solicitation period point of contact(s), date, time of inspections will be posted. Note: 1
