SMALL BUSINESS SOURCES SOUGHT SYNOPSIS Brief description: Sources Sought for the U. S. Army Materiel Command (AMC) Deputy Chief of Staff for Resource Management (DCSRM), G-8 and Business Transformation (BT), G-4/7/9 Response Date: March 11, 2011; 12:00 EST Contract Specialist: Courtney Knight Courtney.knight@us.army.mil NAICS Code: 541512 Place of Performance: The work to be performed under this contract will be performed at the contractor's facility with the exception of task 5.1.1.10. The contractor's place of work for task 5.1.1.10 shall be at the HQ AMC or at government location determined by HQ AMC. This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The National Capital Region Contracting Center (NCRCC) at Hoffman II, on behalf of the U. S. Army Materiel Command (AMC) Deputy Chief of Staff for Resource Management (DCSRM), G-8 and Business Transformation (BT), G-4/7/9, is conducting market research to determine the availability of firms to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Information Technology (IT) Support for the AWCF Division as defined in this Performance Work Statement except for those items specified in Part 3as government furnished property and services. The contractor shall perform to the standards in this contract. Only small businesses are to submit capability packages. Interested small business concerns that are qualified as a HUBZone, or small business concern in NAICS code 541512 with a size standard of $25,000,000.000 are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 30 pages and must be submitted electronically. All contractor questions must be submitted no later than 5:00 PM EST on Wednesday March 2, 2011. Small business concerns are to address the following questions: 1. Technical understanding of the work: To what degree of understanding do you have of the Army Working Capital Fund (AWCF) or Defense Working Capital Funds (Army, Navy, Air Force, and Defense-Wide)? Demonstrate knowledge of working DWCF business areas to include DWCF financial operations and policies; Budget Estimates Submission (BES) for AWCF Supply Management Army (SMA) and Industrial Operations (IO); Capital Investment Program (CIP) budget forms and schedules; building AWCF Army Price and Credit tables; AWCF Price and Credit Overlay; AMC's Class 9 secondary items pricing, repair, credit and maintenance workload decisions; Army logistics operations at the field and retail level. PWS task 5.1.1.1, 5.1.1.2, 5.1.1.4, 5.1.1.8, 5.1.1.9 and 5.1.1.10. 2. Key Personnel: Does the key staff members have the analytical, functional and technical knowledge/ experience directly related to tasks outlined in the PWS; have sufficient resources on hand and available to begin work on the effort; have minimum a secret clearance? Demonstrate technical knowledge, experience, and understanding of DWCF relevant to accomplish the required service. PWS task 5.1.1.2, 5.1.1.4, 5.1.1.5, 5.1.1.7 and 5.1.1.9. 3. Past Performance: Do you have specific past performance and experience with DWCF/AWCF or similar work equivalent to PWS tasks? (Supply Management, Army (SMA), Industrial Operations (IO) and Capital Investment programs (CIP)); AWCF Hardware (Wholesale) and Logistics Operations (LOGOPS); Non-Army Management Items commodity Business Unit (NAMI-CBU); exchange pricing serviceable credit and EP pricing for LAC and Repair costs; supporting budget consolidation and submissions to HQDA and OSD; AWCF Army Price and Credit Tables); Annual POM update of AWCF-SMA Price and credits. PWS task 5.1.1.2, 5.1.1.4, 5.1.1.5, 5.1.1.8, 5.1.1.9 and 5.1.1.10 4. Financial and Workload Systems: Knowledge of financial systems and workload systems identified in PWS. Familiarity with Army databases to extract specific price and credit data to determine price change and tract changes. Demonstrate knowledge and experience with writing, updating, and maintaining computer programs to handle specific jobs such as tracking repair cost, re-ranking NIINS, storing or retrieving data; budget automation and integration; financial and logistics automation integration. PWS task 5.1.1.1, 5.1.1.2, 5.1.1.3, 5.1.1.4, 5.1.1.5, 5.1.1.6, 5.1.1.7, 5.1.1.8 and 5.1.1.10. 5. Price and Credit: Do You have experience with Exchange Pricing (EP) and National Maintenance Programs (NMP) critical to verify that the automated and manual pricing and credit rules interfaces development for EP work properly using the Fund Control system; Familiarity with LAC, repair cost, Washout cost and Final Recovery Rate; familiarity with LAC, Repair cost, Washout cost and Final Recovery Rate; Evaluate extracted repair data from maintenance management systems to include Depot Maintenance Operations Planning System (DMOPS), Army Workload and Logistics Analysis Program ( ILAP ) and Logistics Modernization Program (LMP).Creating POM Army Price and Credit Tables for AMC and subordinate commands. PWS task 5.1.1.2 and 5.1.1.9. A draft PWS is attached for your information. This document is not in final form and is subject to change. In addition, the following questions must be answered and elaborated on as part of the package: (1) Financial Capability-Does your firm have the financial capability to withstand a negative cash flow of ($16,000.00) per month? (2) Past Performance- Does your firm have the relevant past performance within the last three years? (3) Corporate Experience-Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the PWS?
