Description
MOD TO TITLE AND MOD TO DESCRIPTION The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate a contract modification to the P-8A System Development and Demonstration contract with The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis for Airworthiness Testing (AWT) of the Advanced Airborne Sensor (AAS). The AWT will include engineering and flight testing of the AAS pod on the P-8A for safety-of-flight testing and certification. This modification also includes an option for the development of the procedures to remove, replace, and repair key components on the P-8A T-1 aircraft in order to restore its service life. This option, which has a 30-month period of performance, is anticipated to be exercised no later than December 2011 and includes the removal, procurement/refurbishment, and installation of the weapons bomb bay support structure, sections of the fuselage tail, horizontal stabilizers, and replacement of load pins. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
