- Federal Business Opportunities Announcement The U.S. Army Contracting Command - Aberdeen Proving Ground (C4ISR), on behalf of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining (HD) Research and Development Program, intends to award a Cost Plus Fixed Fee (CPFF) type contract on a sole-source basis to S-3 Services, Inc. to provide on-site logistics, technical, administrative, language, and maintenance support for U.S. Humanitarian Demining (HD) equipment operational field evaluations (OFEs). The proposed effort is to maintain and support U.S. Army Research, Development and Engineering Command (RDECOM), Communications and Electronics Research, Development and Engineering Center (CERDEC) Night Vision and Electronic Sensors Directorate (NVESD) Humanitarian Demining (HD) equipment currently undergoing field evaluations in concert with the Thailand Mine Action Center (TMAC) Humanitarian Mine Action Units (HMAU), the Cambodian Mine Action Center (CMAC), and other humanitarian demining non-government organizations working in Southeast Asia. The proposed effort will include on-site logistics, technical, administrative, language, and maintenance support for ongoing OFEs of HD equipment. The statutory authority for other than full and open competition is 10 U.S.C 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposal and does not constitute a solicitation. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages and submitted with 45 days after the publication of this synopsis. All requests for further information must be in writing or via email; telephonic requests for additional information will not be honored.
