- This notice is provided to the public that the Department of Energy(DOE) intends to award a sole source contract under FAR 6.302-1 One Responsible Source for the services of Bates White Economic Consulting (BWEC) located in Washington, DC. The amount of the award will be approximately $250,000 and will be for a period not to exceed 12 months. The services will assist the Loan Programs Office (LPO) within the DOE with a financial, business plan analysis and associated market analysis of the US Uranium Enrichment Corporation application for the American Centrifuge project. The services will require that the consultant have a DOE 'Q' security clearance. The services of BWEC is considered unique due to their expert knowledge of nuclear fuel supply chain from mining to processing of yellow cake to uranium enrichment and fabrication of fuel rods. BWEC also has an expert knowledge of DOE nuclear programs based on previous studies and services. If any firm wants to submit a counter proposal to this potential sole source, they may submit a corporate capability statement related to these identified subject areas and their knowledge of DOE's nuclear and LPO programs not later than March 31, 2011 to craig.frame@hq.doe.gov
