- SUBSISTENCE 3RD QTR FY-2011 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Federal Bureau of Prisons, Federal Correctional Institution, Morgantown, WV intends to issue solicitation RFQP01131100004 for the requirement of the 3rd Quarter Subsistence for fiscal year 2011. This solicitation is restricted to 100% Small Business Concerns, FOB Destination. Delivery dates will begin on April 01, 2011 through April 29, 2011. Deliveries will be made to the Federal Correctional Institution, Warehouse, 446 Greenbag Road, Morgantown, WV 26501. The contract type is firm-fixed price. The Government will award to the responsible offeror(s) whose offer conforms to the solicitation and is considered to be most advantageous to the Government. Past performance and price will be considered with price being rated higher than past performance. The solicitation will be available on or after February 28, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities website www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. Sealed quotes shall be received on or before March 11, 2011 4:00 PM, local time. Quotes may be e-mailed to bpurkey@bop.gov, or mailed. Mailed and hand carried quotes must be delivered to the Contract Specialist at the following addresses: Federal Correctional Institution, ATTN: Contract Specialist, P.O. Box 1000, Morgantown, WV 26507-1000; or Federal Correctional Institution, ATTN: Contract Specialist, 446 Greenbag Road, Morgantown, WV 26501. Payment will be made using Electronic Funds Transfer (EFT). Each offeror is required per FAR 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Applications (ORCA) at www.orca.bpn.gov. Faith-based and Community-based organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. The anticipated award date is March 18, 2011.
