Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. I. PURPOSE: The U.S. Department of the Treasury, Bureau of Engraving and Printing (BEP) is seeking sources with the capabilities to supply distinctive and non-distinctive currency paper and various other security papers. From this broad class notice, the BEP is interested in obtaining, testing, and evaluating any paper with potential use in printing U.S. currency or other BEP printed secure documents. This source sought request notice is for information and planning purposes only and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery or services. This Notice does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. This Notice does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Notice. All costs associated with responding to this Notice are solely at the responding party's expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this Notice will be safeguarded and handled in accordance with applicable Government regulations. Responses to this Notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The BEP will not be obligated to pursue any particular acquisition alternative as a result of this Notice. Responses to the Notice will not be returned. Not responding to this Notice does not preclude participation in any future solicitation, if one is issued. II. Submission Requirements: Responses to the Sources Sought Request shall include the following: a. General: • Company Name • Street Address, City, State, and Zip Code • Point of Contact (POC) for both technical and non-technical questions along with their contact information. b. Specific Capability Information: Literature demonstrating the Respondants capability to supply distinctive and non-distinctive currency paper and various other security papers. From this broad class Notice, the BEP is interested in obtaining, testing, and evaluating any paper with potential use in printing U.S. currency or other BEP printed secure documents. The BEP reserves the right to request from Respondants to this Notice additional information as well as to request paper samples. Any paper submitted for consideration will be reviewed for inherent and relative effectiveness as currency paper and/or security paper, and may be further assessed for compatibility with design and production factors, durability, environmental acceptability, and other production/processing requirements. In such instances, the BEP will only consider paper, for which at least laboratory feasibility has already been demonstrated (i.e., means a proven concept, can provide a sample). For initial screening purposes, interested parties will be requested to submit preliminary samples and/or brief technical descriptions (1-2 paragraphs) plus price information for the purchase of larger test quantities to the individual identified in Section III below. Larger quantities of samples may be procured through simplified acquisition (small purchase) for further assessment. Previously submitted paper samples need not be resubmitted. III.
