- CONTRACT INFORMATION: This is a pre-solicitation notice for solicitation W911KB-10-R-0031. The US Army Corps of Engineers intends to issue a Request for Proposal for construction of a Multipurpose Machine Gun Range (FTR275) on Joint Base Elmendorf-Richardson (JBER), Alaska. The procurement will be a competitive acquisition restricted to firms eligible under the Small Business Administration 8(a) Business Development program. Award will be based on the best value to the Government considering the price and non-price factors cited in this announcement and the solicitation. The contract cost magnitude is between $10,000,000 and $15,000,000. The resulting contract will be firm-fixed priced. The Davis-Bacon Act will apply. Offerors are advised that a contract resulting from this solicitation is contingent upon the receipt of funding and Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and up to final award. All Offerors are advised that they must be registered in CCR and ORCA http://orca.bpn.gov. Section 8(a) joint ventures must be approved by the Small Business Administration and must be registered in CCR and ORCA as an 8(a) joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database will make an Offeror ineligible for award, (Reference DFAR 252.204-7004, Required Central Contractor Registration). Anticipated Performance Period: May 2011 to August 2012 however the contractor will not have access to the site before July 1, 2011. PROJECT TITLE: CONSTRUCT MULTIPURPOSE MACHINE GUN RANGE, JBER, AK, UPC: FTR275. (1) PROJECT INFORMATION: Construct a standard design Multipurpose Machine Gun (MPMG) Range consisting of ten lanes. Primary facilities include the MPMG range, site development, ammunition breakdown building, bleacher enclosure, range operations and storage building, covered mess and building information systems. Supporting facilities include information systems. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. (2) SELECTION CRITERIA: Evaluation criteria to be listed in the solicitation and anticipated to be: PERFORMANCE CAPABILITY to include Specialized Experience, Past Performance and Proposed Contract Completion and Schedule Narrative and PRICE. The Government considers Performance Capability to be slightly more important than Price.
