Description
Request for Information/Sources Sought ED-FSA-11-I-0004. Request for Information/Sources Sought ED-FSA-11-I-0004 U.S. Department of Education, Office of Federal Student Aid Information Assurance, Cyber Security, and Privacy Support Services I.INTRODUCTION A. This Request for Information (RFI) is for informational and planning purposes and is not to be construed as a solicitation or a commitment to issue a solicitation. It is issued for the purpose of: •Conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10, to determine common and customary industry practices; •Determining industry capabilities and best practices, including those of small businesses, to meet Federal Student Aid’s requirement; •Allowing industry an opportunity to provide comments concerning this requirement, and assisting Federal Student Aid in determining the appropriate acquisition strategy; •Assisting Federal Student Aid in determining the number of potential respondents capable and interested in providing Information Security and Privacy Support Services; •Obtaining information to evaluate Information Security and Privacy Support Services available to Federal Student Aid. B. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice. Respondents are solely responsible for all expenses associated with responding to this RFI. C. All submissions become Government property and will not be returned. DO NOT PROVIDE PROPRIETARY INFORMATION. II.PURPOSE The U.S. Department of Education, Office of Federal Student Aid (Federal Student Aid) recently launched its Strategic Plan for Fiscal Years 2011-2015. Comprising five strategic goals, the plan lays out an ambitious strategy for enabling FSA to deliver on its mission of helping Americans to pay for higher education. In support of the strategic plan, the Technology Office (TO) within Federal Student Aid (FSA) has initiated a series of activities geared toward strengthening FSA’s Information Technology (IT) function through the development of efficient processes and effective capabilities. Central to successfully executing these strategic goals is to provide and maintain the security of the Agency’s critically important IT assets and infrastructure. Accordingly, FSA is assessing the capabilities of industry partners in provisioning security services to support the extension of its information security and privacy capabilities, integrate continuous process improvement, expand the use of best practices and supporting tools/technologies, maximize costs savings and proactively address the changing security and privacy landscape. The Government’s purpose in providing an opportunity for industry to comment and submit information is to identify potential opportunities for improvement; obtain recommendations to enhance the success of the future sourcing initiatives; and allow the Government to take advantage of advancements in technology and benefits offered from competitive industry trends.
