- *** THIS ACQUISITION IS BEING OFFERED FOR COMPETITION LIMITED TO ELIGIBLE 8(A) CONCERNS *** In accordance with FAR 5.2, INSCOM Acquisition Center is issuing this pre-solicitation notice for the following proposed contract action: INSCOM Acquisition Center Program and Acquisition Support Services (PASS) The U.S. Army Intelligence and Security Command (INSCOM) has a requirement for Program and Acquisition Support Services at its Headquarters location and its Charlottesville, VA office. INSCOM Acquisition Center Headquarters is located in Ft Belvoir area. Subordinate unit location is Charlottesville, VA. This competitive acquisition is 100% set-aside for 8(a) concerns only and eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. The North American Industry Classification System (NAICS) code for this acquisition is 541611 (Administrative Management and General Management Consulting Services) with a size standard of $7 Million. INSCOM Acquisition Center intends to award a contract for a period of one base year and four option years. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. This is a pre-solicitation notice only. The actual solicitation and all related documents and amendments, if any, will only be released and available electronically through the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/. The response due date and time for proposals will be clearly stated in the solicitation document. The solicitation and related documents will be posted under the RFP number W911W4-11-R-0008. Interested parties must download the RFP from this site. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored. 8(a) firms are strongly encouraged to monitor this FedBizOpps listing for any updates. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FebBizOpps website for any solicitation amendments. Interested parties can register on FebBizOpps to receive e-mail notifications of postings. *** ANNOUNCEMENT AND ISSUANCE OF DRAFT SOW *** At the time of this pre-solicitation posting, INSCOM Acquisition Center will upload to FedBizOpps its draft Statement of Work (Section C) for review and comments. All interested parties are encouraged to read the draft Statement of Work and submit questions and comments regarding the draft Statement of Work to INSCOM Acquisition Center. INSCOM Acquisition Center will not respond/reply back to questions and comments during this comment period. Offerors are strongly cautioned to use the draft Statement of Work for planning purposes only. INSCOM Acquisition Center does not guarantee that the final version of the Statement of Work (Section C) issued with the solicitation W911W4-11-R-0008 will remain unchanged or even resemble this draft Statement of Work. Upon issuance of solicitation W911W4-11-R-0008, INSCOM Acquisition Center will not highlight changes made to Section C. It is the Offeror's responsibility to read the solicitation in its entirety, including Section C, and submit a proposal that is responsive to the requirements stated in the solicitation. All comments and questions are due on or before March 7, 2011 NLT 5:00 p.m. EST and must be emailed to passacqsupport@mi.army.mil. Comments and questions will only be accepted via email. Solicitation will be posted on or about March 16, 2011.
