- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Veterans' Affairs, VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico intends to award an urgent and compelling procurement to Clinical Medical Services, to provide the continuity of services for those eligible veterans on the Home Oxygen Program at the VA Caribbean Healthcare System, San Juan, PR (including Vieques and Culebra), and the US Virgin Islands. The services will be as specified in the contract, and in accordance with all terms and conditions. Interested and qualified sources may respond with details to the following factors: 1. Technical Capabilities (Joint Commission Accreditation for Hospital Organizations, Acceptable Storage Facilities, Transportation Capabilities, Inventory System, Method of processing and acceptance of Government VISA purchase card,. 2.Past Performance (Evidence of contracts with similar scope, Evidence of contracts with similar size and complexity, Evidence of contracts with similar geographic coverage, Evidence of customer service and timeliness of services, References and Quality 3.Management Capabilities (Administration, Contract Bilingual-Spanish and English-Staffing, Quality Control, Operational Plan All information received by 9 a.m. EST, March 14, 2011, will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement (Service Disabled Veterans Owned Small Business, Veterans Owned Small Business, and/or Full and Open Competition). A determination by the Government not to compete for this urgent procurement, upon responses to this notice, is solely within the discretion of the Government. The NAICS code 532291, Home Health Equipment Rental, with a size standard of $7M has been assigned to this procurement. No solicitation document is available. A Statement of Work is attached to this notice. Telephone requests will not be accepted. Interested parties may e-mail information to America.Quinones-Gonzalez@va.gov or AQG@va.gov, but no response will be given after March 14, 2011; if required. All prospective offerors in response to any Federal Agency must obtain a Dun and Bradstreet Number at www.dnb.com. There is no cost to obtain this number. Offerors must also register at the Central Contractor Registration site at www.ccr.gov. Offerors must complete Online Representations and Certifications (ORCA), https://orca.bpn.gov. Additionally, all Service Disabled Veteran Owned Business or Veteran Owned Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at http://vip.vet.gov.
